Our Team

The Development Management Team is based in the Network Strategy service area within the wider highways and transportation team. It is responsible for leading on the delivery of new roads and highway improvements associated with new major development. This role includes offering the local highway authority input to local plans and associated development strategies, offering highway authority recommendations to the local planning authorities, leading on 278 and 38 agreements and offering superintendence to the delivery of third party developer led works.  

The team also leads and delivers the NYCC role of Lead Local Flood Authority. This work includes offering statutory responses to the local planning authority on sustainable drainage associated with new major development, undertaking flood investigations, land drainage consenting, delivering a programme of flood mitigation works within North Yorkshire as part of the NY flood risk strategy.

The role

We are looking for a Flood Risk Managers to lead on the development and progression of our Flood Management Scheme, identifying and progressing funding opportunities, procuring consultancy services and managing consultants, developing designs and liaising with the affected communities, with support from the NYCC Flood Risk Management Team.

Reporting to the Flood Risk Management Team Leader, you will be part of a team of skilled and passionate Flood Risk Engineers responsible for the development and implementation of the North Yorkshire Local Flood Risk Strategy.

You will be responsible for the delivery of effective flood risk management mitigation plans and measures, through strong and effective contract and project management, to ensure the delivery of flood management measures across North Yorkshire, produce programmes of delivery and ensure timescales are met, reporting any forecasted delays at early opportunities, produce business cases, including economic analysis for submission to third party funders, with support from the Flood Risk Management Team Leader, and provide project management and supervision, to ensure delivery of the North Yorkshire County Council Flood Risk Programme. To be successful you must be able to demonstrate excellent communication, analytical, decision making and problem solving skills, have experience in financial budgets and able to effectively monitor and manage contracts to ensure the service delivered complies with those contracts ensuring compliant procurement routes are taken and evidenced. You must also be able to use a range of techniques to successfully persuade, influence and/or negotiate with others in a range of situations and have excellent ICT skills.

No flood risk experience is necessary if experienced in Project Management or vice versa. You must be self-motivated to see out projects from start to end.
