The Birmingham city council hosted England Illegal Money Lending Team is part of the Trading Standards Service. The team administration HQ is based in Birmingham, but the intervention teams operate across England, the successful applicant will be required to manage, oversee and supervise staff conducting investigations into the activities of illegal money lenders (loan sharks)

The team investigates illegal money lending activity and all associated criminality. The team has conducted investigations into kidnapping, blackmail, rape, assault and other serious offences. The investigators operate a parachute in and out service, moving resource where required conducting appropriate and proportionate interventions including executing warrants and conducting investigations anywhere in England. All prosecutions are conducted through BCC's legal services department.

To be responsible for the service delivery, development and day to day management of an intervention team, ensuring that service objectives are met across a geographical area of England.  This will include managing criminal investigations, staff, reviewing work, ensuring standards and deadlines are met.  Ensuring the objectives of the service are met.

Responsible for staff development and welfare and for providing advice and guidance on complex, legal, technical, policy and political issues.

Provide inspirational leadership and support and develop direct reports and effectively manage the appraisal process. To manage the performance of all staff within their team including the adherence to corporate procedures in respect of leave, absence, competence and discipline as well as recruitment and other such corporate procedures and programmes as required.

To supervise the investigations and to ensure that standards of investigation meet and comply with professional standards, legal requirements and internal procedures.

To provide guidance and support to staff to enable them to carry out the effective investigation of criminal offences, and where appropriate to oversee the institution of legal proceedings.

To be responsible for the efficient discharge of the legislation delegated to the function and other legislation as may be assigned.

Regular out of normal office hours, working will be required, including evenings and weekends, regular overnights stays and regular travelling across all regions within England. (No further or enhanced remuneration is provided for this aspect of the role)

The post holder will be required to participate on a rota for out of hours telephone cover and associated duties; payment will be made through the contract of employment. The post holder will be required to be suitably experienced and qualified to discharge all tasks and duties associated with the post. The Post holder will be required to drive for which a vehicle will be supplied for work purposes only.

This is not a 9 to 5 post and working away from home is essential.
