The Council is at the forefront of town centre regeneration. Having prepared plans and secured a development partner for our flagship £130m Galleries project we now need someone to lead the team taking the project from plan into delivery.

We want to use the Galleries as a springboard for further town centre projects across the borough and the postholder will play a key role in shaping and leading those plans. You will understand economic drivers and regeneration, know your way around property and development, have experience of working in public / private partnerships and will have a real enthusiasm for creating great places.

About you:

Working in partnership with our elected members, senior officers, key stakeholders and other partners, we are seeking a dynamic and performance driven individual for this role. You will have considerable experience in delivering development and regeneration with demonstrable understanding of development markets and extensive commercial expertise.

You will be an experienced programme manager, with demonstrable experience of developing strategic relationships with stakeholders in order to persuade, negotiate and influence and be able to demonstrate delivery of complex projects to time and budget.

You will have excellent interpersonal skills, a visionary approach and an ability to plan, direct and coordinate activities to manage and implement interrelated projects and workstreams from project initiation through to implementation. If you have the drive, skills and knowledge to deliver on our vision we would like to hear from you.

About us:

Wigan is strategically placed in the heart of the North West and we have massive growth ambitions.

The most outward-facing and well connected of all GM boroughs, there is huge potential to capitalise on. London and Glasgow can be reached by rail in 2 hours and Manchester and Liverpool airports are only a 35 minute drive away. We are the only borough in Greater Manchester with direct access to the M6, along with the M62, M61 and M58. The proposed HS2 station offers further potential to position Wigan as a gateway to the North.

We have an affordable and attractive housing offer and a strong track record of delivering high quality housing development, across a mix of types and tenures, in well connected, sustainable locations with access to high quality amenities.

We have sector strengths in manufacturing, construction, logistics and distribution and a clear strategy to diversify the economy by growing our creative, digital and technology sectors.

And we have ambitious plans to reshape the future of our town centres, ensuring that they remain relevant for current and future generations and in turn redefine them as long term, sustainable, and highly sought after investment options.

Add to this the outstanding green space that runs through the heart of the borough, and our distinctive heritage and cultural offer and we believe that Wigan and the people who choose to live and work here have every opportunity to be successful.

As a key player in the Greater Manchester Combined Authority, we are aiming to grow our economy by 10,000 jobs, 12,000 apprentices and 10,000 new homes in the next 10 years. Combined with this, we have a spatial plan across the whole of the combined authority which will see further significant growth to 2035 and beyond.

Whether it is in business, sport or in other fields, success is in our DNA and we welcome those with the same attitude, behaviours and determination to help shape the future.

Wigan Council has been voted ‘Council of the Year’ at the 2019 LGC Awards and has recently published The Deal 2030, our ambitious plan for our borough. We are signed up to the Greater Manchester Continuous Service Commitment ensuring that your service will be continuous or 'unbroken' between the supporting organisations.

As an employer we like to thank our employees for their hard work and commitment by giving them the opportunity to access a range of exclusive rewards and benefits.
