Regional In-Patient Detoxification Commissioning Manager

Fixed Term, Full Time

Up to £54,324 per annum

Over the next 12 months, Public Health England are making available funding that will enable a regional consortium of Public Health Teams to start to commission additional inpatient alcohol and drug detoxification provision, which increases the capacity within the treatment system and numbers of medically managed inpatient detoxification episodes from the baseline provision. The funding is also intended to provide much needed stability, flexibility and sustainability to the market for this component of the treatment system, including by enabling block purchased commissioning.

Medically managed detoxification is typically provided in a hospital environment -the key feature is the provision of specialist multi-disciplinary care, available 24 hours per day and delivered in a safe, alcohol or drug-free environment with ready access to other medical or psychiatric hospital services.

This role will provide the consortium the commissioning and coordination capacity which focuses on developing and implementing the proposal/delivery plan and any strategic plan for inpatient detoxification going forward.

Job Purpose

· Providing a clinical specialist function to ensure the delivery of safe and high-quality Medically Managed In-patient detoxification services in line with national clinical guidance and best practice.

· Working collaboratively across the Eastern Region to support the delivery of best possible outcomes for our customers on a financially sustainable basis.

· Working collaboratively across the Eastern Region with community treatment providers to develop assessment, referral, admission and aftercare/throughcare processes to support ongoing Recovery

· Developing and maintaining collaborative relationships with all commissioning partners across the region and the provider market to support the service provision with a view to future possibilities should they arise.

· Identifying opportunities for improvement and managing change to deliver the highest possible levels of service quality.

· Implementing agreed solutions that meet the needs of customers and deliver the best possible outcomes.

· Celebrating and considering equality and diversity as part of all decisions taken.

· Using professional expertise to translate strategies, goals and plans for the region whilst managing an appropriate level of risk.

· Manage relationships with commissioners and providers to ensure the best outcomes for patients

Knowledge, skills and experience

With professional clinical knowledge acquired through degree, supplemented by specialist training or equivalent by experience, you will have specialist clinical knowledge of substance misuse treatment, governance, procedures, and practices across the substance misuse field and specialist clinical knowledge of Substance Misuse commissioned services and specifically Tier 4 Medically Managed In-patient Detoxification services.

You will be able to evidence continuing personal and professional development and good understanding of clinical governance, with knowledge and experience of all aspects of the commissioning cycle, project life cycle and related activities gained within a commissioning environment.

You will be confident working effectively and communicating clearly and appropriately, with a range of internal and external stakeholders and engagement partners, prioritising workload, work to tight deadlines and work independently/autonomously

You will bring with you experience of managing or delivering commissioning activities or projects and experience delivery of public services and managing change in a complex, multi-stakeholder environment.

Lastly, you should have knowledge and experience of all aspects of the commissioning cycle, project life cycle and related activities gained within a commissioning environment.
