This role directly manages a number of our key corporate services, including: Finance & Procurement; Revenues & Benefits; and Policy, Governance & Customer Services. It also plays a ‘client’ role in the management of corporate services that are delivered through Mid Kent Services. The role also holds statutory responsibility as the Council’s S151 Officer.

It’s important that you are a highly capable finance professional with the technical expertise to fulfil the statutory responsibilities of this role, but we are also looking for more. You’ll be a visible and influential corporate leader in the organisation; someone who can bring about cultural and operational change and embed a customer focused ethos into all aspects of the Council’s work.

You’ll help to foster a culture of shared accountability and organisational intelligence, supporting different service areas to develop their understanding of the budgets and resources available to them, and their role in supporting the overall efficiency and effectiveness of the organisation. You’ll ensure that service decisions are well-informed and fiscally prudent, supporting heads of service in financial planning and reporting and establishing clear expectations on devolved accountability.

You’ll encourage a positive asset based approach to financial planning, making the most of the resources available to us and offering expert evaluation of new approaches, ensuring that we assess and manage risk effectively. And you’ll play an involved role with our elected members, ensuring that clear and relevant reporting informs and facilitates effective decision-making on organisational priorities.

A highly collaborative style will identify you as a good match for this role. That means a readiness to challenge, debate and explore different views in order to arrive at proven and tested decisions, backed up by strong rationale and evidence that people can get behind. We expect that you’ll already be working in a local government setting and that you have a seasoned appreciation of the dynamics of working in a political setting.
