The Role

Are you interested in joining an ambitious team working to deliver affordable housing for Richmond and Wandsworth Councils?

Could you bring knowledge about housing, planning and viability together to develop opportunities to deliver affordable housing?

If you answered yes the post we’re seeking to fill could be for you.

We’re looking to recruit a full time Affordable Housing and Enabling Officer based in the Councils’ Enabling and Projects team. It’s a small team focused on supporting and enabling the delivery of affordable housing for Richmond and Wandsworth Councils.

Working with planning services, landowners, developers, registered providers and other charitable housing providers your focus will be   to increase affordable housing delivery in the Boroughs through partnership working, through applying housing planning and policies and your own knowledge and experience in combination with the teams.

About the role:

The Affordable Housing and Enabling  Officer will work independently with the Head of Enabling and Projects on key aspects of affordable housing delivery, including providing advice and assistance to the planning service, landowners, developers and housing providers to secure and increase affordable housing delivery.

You will represent the borough and be the key contact  in negotiations with developers, landowners and other agencies, such as the GLA at external meetings as well as  providing expert advice for enabling affordable housing on development sites in the borough as well as negotiating with key funding organisations such as the GLA to support affordable housing delivery.

In addition, you will also be the key contact for external agencies and Councillors in dealing with issues pertaining to affordable housing and affordable housing providers.

You will have a good understanding of national, regional, and local planning policy and associated legislative requirements and funding guidance and have a good understanding of viability matters.

While the role is based within the Shared Staffing Arrangement, it will involve mainly working on Richmond’s delivery of affordable housing. You will also provide reports and briefings for senior officers and Members on affordable housing matters.

We welcome applications from individuals from the public and/or private sector who have knowledge and background in planning and/or housing including knowledge of how financial viability impacts on delivery of affordable housing.

Who are we:

Richmond is arguably London’s most attractive borough, with the River Thames running for over 10 miles through the borough, linking Hampton Court Palace, Twickenham and Richmond town centres, and Kew Gardens. Richmond boasts Royal Parks and other open spaces, historic houses, vibrant town centres bursting with life, as well as being the home of English rugby.

We are positive and ambitious – When you join us, you will apply the same approach.

You will:

  • Take a key role in a small team of housing professionals in providing comprehensive, informed and professional advice, particularly in relation to affordable housing and viability matters, in response to planning proposals and in negotiation.
  • Help develop and apply the Council’s affordable housing and planning policies and deliver successful affordable housing outcomes, including building on strong working relationships with the Planning Service and external partners.
  • Ensure decision making within tight time frames

If you would like to discuss this opportunity in more detail, please contact Ian Ruegg, Head of Enabling and projects on 07929 756740 or email ian.ruegg@richmondandwandsworth.gov.uk, or Paul Bradbury , Development Project Officer, on or email Paul.Bradbury@richmondandwandsworth.gov.uk

Benefits:

Please just let us know in your application or at any stage throughout the process (and beyond) if these are options you’d like to explore. We also offer a generous holiday allowance of 39 paid days (pro rata) including bank holidays and a wide range of learning and development opportunities.

In addition, we offer a comprehensive range of staff benefits such as membership of the Local Government pension scheme, childcare vouchers, new technology scheme, interest-free loans on annual travel cards, discounts with many leisure activities, restaurants, shops, and other establishments.
