The Role

The London Borough of Richmond upon Thames and London Borough of Wandsworth present a unique opportunity to be part of a team who have been working together for a number of years in a ground-breaking shared staffing structure across both Councils. 

This Shared Procurement Service offers procurement professionals an excellent opportunity to expand current skills and experience due to the increased value and scope of procurement activity across the two Councils. 

The Shared Procurement Service provides a combined procurement service to both Richmond and Wandsworth Councils.  The Councils operate a fully centralised procurement service with an established team of procurement professionals.    

Due to an increase in resources, the team have potentially two vacancies for Category Specialists within the Environment and Community Services team.  The successful candidates will support and manage a well-established team of procurement professionals, primarily supporting commissioners in the Housing & Regeneration and Environmental and Community Services Team. 

Procurement activity within the Environment category is very diverse and varies from repairs and maintenance to our existing housing stock, leisure services including libraries, parks, gardens and leisure centres, construction and facilities management all due to be reprocured shortly.

The successful candidate will have:

  • A demonstrable track record of success within a comparable sized organisation.
  • A detailed knowledge and experience of UK Procurement Law in practice.
  • Knowledge of current best practice procurement as it relates to public sector procurement and;
  • Experience of developing category based action plans.

Candidates invited for interview must demonstrate, in both the application for interview (the covering statement) and any subsequent interview, how they meet and indeed, surpass, the above 4 key points.

The role

To provide support and assistance to the Category Manager, and Head of Procurement to ensure compliant procurement processes and working practices are consistent with the requirements of the Public Contract Regulations and, internal procurement codes of practice and contract standing orders.

To proactively lead, manage and deliver contracts using the most appropriate, legally compliant, routes to market that consider life cycle costing, resilience, value for money and social value.

To build knowledge and expertise within their Category Team and across the organisation in the application of the Public Contract Regulations and, development of a broad commercial approach.

To support the development of category based action plans and associated sourcing programme and to support the timely delivery of those plans.

To aid and support the development of strategic relationships with suppliers, delivering cost savings to the Council’s and providing expert procurement advice and guidance to stakeholders.
