The Project Design Engineer involves technical modelling support for key projects which deliver income targets and maintaining client's relationships for projects. The role will monitor income and work closely with colleagues across the Council and partners to market services externally.

The successful applicant will co-ordinate the team's traded services, so will require an ability to build and maintain strong customer relationships, managing multiple consultants and contractors. Evidence of providing technical and modelling support to ensure successful project delivery and working collaboratively to design and deliver joint objectives is key to success in this role. Experience of delivering training for colleagues is desirable.

About the role

You will act as the lead for on-site supervision of scheme delivery on behalf of the Council for Capital schemes and other schemes led by Operational Delivery, ensuring these are delivered to specification, on time, in budget and in accordance with Health and Safety Regulations.

Working collaboratively with the Transformation Support Unit, you will explore avenues for traded services, acting as the key point of contact for income generation, internally and externally.

You will develop strong networks with other areas of the organisation, acting as the key point of contact, feeding into Countywide strategies which maximise opportunities for income generation.

You will build good working relationships with customers, continually seeking feedback to ensure services meet expectations and identifying improvements to develop a continuous learning environment.

You will be responsible for meeting income targets in line with strategic objectives, monitoring income during the year, and deliver reviews of chargeable services ensuring efficient processes are in place and compliance with legal and governance guidelines.

You will maintain a strong awareness of countywide infrastructure and economic growth agendas, acting as the key link to Spatial Planning to inform the local plan process.

Knowledge, Skills & Experience

Educated to degree level in a related subject or equivalent with proven experience in the field of surface water management, and evidence of continuous professional development, you will have knowledge and understanding of Flood Risk Management, Land Drainage, Asset Management and the responsibilities of the LLFA.

You should have demonstrable experience of commissioning, managing multiple consultants and contractors, project management experience and successful delivery, including procurement, mandates and legal process, and significant expertise in the field of partnership working, formulating plans and strategies, identifying synergies across organisations and the development and implementation of work programmes.

You will bring with you highly developed communication skills, with evidence of preparing and presenting clear reports and consultations, an ability to build, create and manage effective multi-agency partnerships the private sector, and experience of advising elected Members and senior leaders, influencing decision makers and other stakeholders.

You should also have knowledge of data and asset management, local planning system, legislation and using hydraulic modelling utilising software packages e.g. Micro Drainage.

This position will initially, in line with current government guidance be based from home, with an expectation of being home based for the foreseeable future. However, when government guidelines change the role may then revert to being office based, whilst retaining some flexible working options.
