This role will take the lead on a wide range of the councils' public-facing and place-shaping  activities, including:

  • economic development and regeneration;
  • town centre management;
  • tourism;
  • public open spaces;
  • grounds maintenance;
  • waste services;
  • street cleaning;
  • regulatory services (environmental health and licensing);
  • climate change.

These services are delivered through a mix of in-house and contracted models so it's essential that you can provide clear leadership and manage performance effectively through both direct management and contractual arrangements.

Alongside managing the operational demands of the here and now, you'll also be looking to the future. This will include producing ambitious economic strategies for each district setting out how we will support the recovery, regrowth and diversification of the local economies over the next two decades. There will be also be an immediate focus on fulfilling our post-covid recovery plans, supporting our businesses as we move forward from the pandemic.

You will create and start to deliver master plans for our town centres across the two districts and support the  delivery of new employment sites in each district.

Both councils have identified addressing climate change as a key strategic priority and you will lead on the delivery of our respective environmental plans, ensuring that we meet all of targets for carbon reduction. You will also advise on the implications of the Environment Bill for both councils.

While we don't have a very prescriptive view of what your professional background should be, we'll expect you to demonstrate previous leadership and delivery experience in a number of the key aspects of the role's portfolio - and a relevant professional qualification will be a plus. It's essential that you are an accomplished and effective leader of people; and that you have a clear sense of how to bring about cultural and operational change, getting the best from others (often across different professional disciplines) and supporting professional development and accountability.
