About the Role 

This is an incredibly exciting time to join Cheshire East Council and lead our Adults, Health and Integration Services. By disaggregating the Executive Director roles for Children’s and Adults we’ve added additional capacity to our Corporate Leadership Team and are very excited about excited about what can be achieved. 

The incoming Executive Director of Adults, Health and Integration, will focus on maintaining high-quality Adult Social Care, Health, and Public Health Services against the backdrop of the global pandemic which has had an unprecedented impact on those who receive services as well as those who work in the care sector. They will be tasked with responding to the long-awaited White Paper on Health and Care published in February this year, working through the numerous challenges it presents whilst also seizing the opportunities, particularly around partnership working across the system and empowering citizens to alleviate pressure on services. By doing so they will play a significant role in shaping the health and social care landscape in Cheshire East and the wider sub region.  

We have an ageing population in Cheshire East, and the new Executive Director will have to think innovatively about how to work across the Council and with partners to create sustainable services. Whilst we have areas of affluence, Covid-19 has shone a light on and amplified the existing inequalities in our communities. We are utterly committed to narrowing this gap to create a fairer Cheshire East in which everyone can prosper. Our new Executive Director will be integral to realising this ambition and must maintain the momentum and pace of improvement to create lasting, sustainable change.  

Reporting to our Chief Executive, Lorraine O’Donnell, you will work right across the organisation and work closely with key partners as part of a whole system approach. As the Council’s statutory Director of Adults Social Services, you will have responsibility for the delivery of adult social care, public health and health and social care integration, including the development of the Integrated Care Partnership arrangements for Cheshire East. You will also ensure our strengths-based practice is further embedded to bring about positive outcomes.   

About you  

We’re looking for a talented, senior leader who will provide strategic vision and visible leadership throughout the health and social care system. You’ll have the ability to knit all the relevant services together into a high performing and collaborative Adults and Health function and create an identity for the newly formed directorate.  

Whilst we‘re open to your background, you must have the ability to work effectively in a local authority setting with Members. With a proven track record of improvement, you’ll share our ambition to deliver the very best services to our residents. You’ll ensure that practice is consistent, and people receive the right care at the right time in the right place.  

We’re looking for someone to ensure the basics are in place but with the ability to think strategically and horizon scan to ensure we are one step ahead of the curve. And, in return, you’ll get to work with a Council that will give you the support and backing to innovate and to make a real difference.  

You will have a proven ability to manage complex, demanding and diminishing budgets whilst continuing to provide exceptional levels of care and support services and provide the best value for money possible. With experience of holding Adult Social Care to account you will gain assurance around the market in terms of performance and spend, and will be able to inject new ideas about how to do things differently. We are looking for someone with a constructive, critical eye, who is able to achieve ground-breaking outcomes and push the boundaries of what is possible.  

You will have genuine energy, drive and passion for improving outcomes, with the ability and knowledge to work across the Council and wider health and social care landscape. Working collaboratively with the rest of the Corporate Leadership team, you will break down siloes and develop a one-Council approach.
