About the Role

It’s not often you get to take control of such an ambitious change programme. This newly created position of Director of Policy and Change will be fundamental to Cheshire East Council’s change programme and will play a strategic and enabling role in realising the vision of an open, fairer and greener Cheshire East.  

You will put in place the policies and strategies, frameworks, mechanisms, and the projects and programmes which will drive performance improvement across the Council. Working closely with the Chief Executive and Corporate Leadership Team, delivering the Corporate Plan 2021-2025 will be a key area of focus, providing leadership, structure, accountability and transformational action to draw the corporate thread throughout the Council. You will bring cohesion, purpose and direction through building excellent relationships and providing structure and process.  

Reporting into the Executive Director, Corporate Services, your key responsibilities will include:    

  • Driving the Brighter Futures change programme, as well as the design and delivery of organisational improvement and change.    
  • Optimising the use of the Programme Management Office, research and consultation and business improvement functions to support the delivery of the Corporate Plan.   
  • Promoting continuous improvement, transformation, productivity, innovation and evidence-based decision making, all of which will ultimately support the Council in delivering our Corporate Plan.  

You will oversee our highly skilled resource team that researches and horizon scans for intelligence and insight on best practice, policy and strategy development, opportunities for innovation and transformation, and benchmarking and productivity metrics. Our response to Covid-19 was very data-driven and we will want you to build on this success.  

About you  

We are looking for an individual with the confidence and creativity to challenge our thinking about we can do things differently and deliver better. Striking a balance between theoretical and practical, you will add ideas and bring momentum to our plans.  

A focus on delivery will be key. We will want you to evidence that you’ve followed through and delivered in previous roles, and that you are keen to up our game around achieving outcomes.  

Through our focus on cross-Council working, we have instilled good behaviours across all services and truly work as one. We are proud to have developed a positive reputation for communications and for delivery, working well with our sub-regional partners. You will bring an approach which will help to enhance these strong relationships with partners and with people across our own organisation.
