This is role is a full time fixed term role for 12 months.

Job Purpose

An opportunity has come up to join the Learning Disability & Autism commissioning team in Essex County Council to lead the growth and improvement of housing for adults with Learning Disability and Autism in Essex.

Over the next 12 months some of the key focus areas for this role will be:

  • Leading the development of new complex needs services in Essex
  • Completion of Locality Accomodation Profiles, which given in-depth information on the Accomodation needs for a locality and the development plan to meet these needs
  • Implementing the development plan of the Locality Accomodation Profiles
  • Leading a project on the move on from supported living to general needs housing, when this appropriate for adults.
  • Working in partnership with landlords and other partners such as borough/district councils to resolve any issues, achieve a growth and improve quality in housing stock

With good experience, knowledge and understanding of supported housing for vulnerable people, the postholder will work in a collaborative style, to influence and shape the future strategic direction of the Independent Living Programme for Adults with Disabilities.

Responsible for successful strategic policy development of the Independent Living programme for Adults with Disabilities to secure a plan of housing growth of additional homes for vulnerable people across the county

Lead the strategic approach to develop the business case for the work, to set out the outcomes, benefits, costs, and delivery approach.

Builds strong working relationships with a range of partners acting as a trusted partner to set the strategic/policy direction of the Independent Living Programme for Adults with Disabilities

Develops and monitors and reviews relevant Independent Living policies and procedures using industry and peer good practice methodologies

Oversees the co-ordination of the relevant tools to develop, monitor and analyse the effectiveness of the strategic approach

Ensures that the independent living strategic project plan, is delivered in accordance with agreed targets and milestones

Works positively and collaboratively, building wide internal and external networks, offering constructive solutions to progress the programme

Responsible for cascading the programme vision and translating these into delivery objectives which support the Strategic Aims of the Council.

Specific individual and shared targets and objectives are defined annually within the performance management framework.

Skills, Knowledge and Experience

  • Educated to RQF level 6 (Bachelor's degree) degree or equivalent by experience.
  • Evidence of continuing professional development and expert knowledge in relevant professional area
  • Experience of policy and strategy development delivering outcomes for public benefit.
  • Excellent knowledge and understanding of good practice and industry excellence in supported housing for vulnerable people.
  • Experience of service development and delivery of supported housing for vulnerable people.
  • Understanding and knowledge of capital housing development.
  • Understanding and knowledge of the housing market.
