The Public Health Division is engaged in a dynamic and diverse range of innovative work at a local, regional, national and international level.

This fixed term position will be within the Test & Trace team focusing on Birmingham’s response to ongoing challenges of the COVID-19 pandemic. The Test & Trace team will be responsible for delivering the Local Outbreak Management Plan.

This role will provide Officer support to the Public Health Division Test & Trace function.

The role will provide officer level and project management surge capacity to this high-profile team during our covid-19 emergency response. This role will be a key component of the test and trace function and will be required to provide specialist input to this work area. There are three variations of Grade 4 (Gr4) Officer roles within the test and trace function which reflect the requirements of the three different thematic areas.

This is a full-time role and this role reports to the Senior Officer.

Test & Trace (Intelligence and Governance)

The team leads on intelligence, including data analysis and report collation, and governance, supporting the local outbreak engagement board and the three setting-specific outbreak response cells. The team is key in delivering the local outbreak response plan and ensuring we are able to interpret the data from Public Health England and the national test and trace service alongside local intelligence at pace to avoid escalation of local outbreaks. The team will work closely with the wider test and trace function and support rapid management of data and intelligence on a daily basis across the week to inform our outbreak response and support the wider governance and delivery of the test and trace programme within the Council. This role will have a primary focus on governance and some level of analytical work representing approximately 70% governance and 30% analytical. 

Key Responsibilities

This is an ideal opportunity for somebody who:

    • Works to tight deadlines with superb technical ability is a must for this role along with being highly organised and able to work calmly under pressure.
    • Is able to work independently, and to work effectively as part of a team.
    • Has demonstrable knowledge and understanding of Public Health priorities.
    • Good level of general IT skills and the ability to use appropriate specialist in-house software packages (in particular, knowledge of PowerBI desirable).
    • Develop dashboards working with data analytics tools and other systems to blend data in order to create reports for internal and external use.
    • Has substantial experience of working with a wide range of partners and stakeholders in supporting Public Health outcomes, for example elected members.
    • Has experience in developing and managing staff through both formal and informal opportunities and ensuring team’s objectives are met.
