The Public Health Team has been designed to respond to organisational business needs and strategic change within the Council as well as political forces outside of it improving Citizens' health and wellbeing outcomes. The Public Health Team reflects the City Council, and the wider priorities of the NHS and other key stakeholders including the West Midlands Combined Authority.

The Public Health Team is designed to ensure that it can respond flexibly and adapt to these demands through both driving and supporting change, demonstrating excellence in the wider determinants of health & wellbeing, population health, wellbeing & care, and through public health knowledge, impact and outcomes. The Public Health team is at the core of improving health and wellbeing in Birmingham.

The delivery of an effective intelligence-led approach based on a set of agreed principles will require significant cultural and structural change – where the citizen is at the heart of what we do and every member of the Public Health workforce willingly owns and drives their performance. 

There are three variations of Grade 6 (GR6) Manager level within the test and trace function which reflect the requirements of the three thematic areas. Each GR6 Manager will be required to deliver on a selection of the key responsibilities listed under the relevant themes below.

Service Manager – Test & Trace (Health Protection Response)

This temporary position will be within the Test and Trace team leading the response team working on our rapid health protection response to covid-19 situations and local outbreaks through the next 12 months of the Covid-19 outbreak. The team leads on the response to local situations and outbreaks, this may include running incident management team meetings, coordinating testing deployment and support and escalating for additional response support. The team is key in delivering the local outbreak response plan and ensuring we work quickly to contain any local outbreak.  The role will provide senior management of a small team delivering the health protection response to local outbreaks within the test and trace programme. The team will work closely with the wider test and trace function and with Public Health England and NHS Colleagues working together to coordinate local action and support around local issues.  The team will also lead some of the proactive work with different settings to use the learning from outbreaks to prevent future situations developing.

All posts will manage and be managed according to the Council’s Matrix Management principles demonstrating a flexible and adaptable working approach.

Service Manager – Test & Trace (Health Protection Response)

  • Facilitate collaborative relationships between a range of partners on test and trace health protection functions including environmental health, trading standards, infection control and community testing services.
  • Facilitate collaboration with CCGs, NHS Commissioning Board and Council regarding local outbreak response in specific settings.
  • Manage the delivery of strategic and outbreak response support for Covid-19 situations working closely with Public Health England and neighbouring authorities
  • To lead and manage work with the team in the planning, co-ordination and delivery of Covid-19 outbreak and situations
  • To inform strategic decision making based on evidence and intelligence on the local pattern of the Covid-19 outbreak
  • To build and provide strategic links between CCGs, LCNs and Districts, amongst others, in tackling the Covid-19 outbreak
