Location: County Hall, Northallerton. We very much promote flexible working with the ability to work remotely from a variety of bases as well as from home, whatever makes sense and is suitable to provide the best service.

Hours: Full-time/ 37 hours

Contract: 12 month temporary contract

North Yorkshire County Council have a national reputation for excellence and we are looking for SEND Quality and Improvement Officer with a variety of experience and skills.

Our Team

The SEND Provision and Resources Team is part of Inclusion within CYPS. Its main functions are to ensure the county council keeps its Special Educational Needs provision under review, develop the best provision possible for children and families, maintain oversight of High Needs commissioning and ensure that the performance of services is reviewed, monitored and continually improved.

In addition the service area also includes the Specialist Careers Advice Service, has lead responsibility for Preparation for Adulthood and SEND Transport.

The Role

We are looking to expand our team to improve further improve the monitoring of service and local area performance. The ideal candidate will have a drive and determination to support local leaders and stakeholders to help shape and deliver positive change for children and young people with SEND.  The role will involve working with leaders and managers across the council and other stakeholder groups to review performance, identify key areas for improvement and provide support and challenge to those with lead responsibility. The post holder will have a lead role in ensuring the local area Self Evaluation Framework is reviewed and update regularly and preparing the local area for regulatory inspection. This will require a detailed knowledge of SEND, and associated legislation, as well as a proven track record of service improvement, managing multiple priorities and attention to detail. Specific aspects of the role will include:

  • Supporting local leaders and parent carer forum to finalise and implement the Local Area Strategy
  • Review the systems used to capture performance data and ensure they are robust
  • Maintain oversight of service performance
  • Identify areas for further improvement and support local leaders to develop detailed plans that will improve young people’s outcomes
  • Communicate effectively with various stakeholders who may have differing needs and expectations

To be successful in this role you will need to be able to work effectively on multiple priorities and demonstrate an ability to work flexibly and purposefully to meet the demands of the role. You will need to demonstrate a commitment to achieving the best outcomes for children and families and obtaining positive change and improvement. You will be a good communicator and be able to demonstrate your ability to support change management processes effectively.

To help you achieve this you will be fully supported by a team with a wealth of knowledge and a clear vision for the future of SEND provision in North Yorkshire. You will have access to high quality CPD through our Training and Learning team to further develop your knowledge and skills as well as flexible working arrangements and regular supervision and appraisal of your work.
