Position Overview:

An opportunity has arisen within our Accountancy Business Partnership Service for an Accountancy Business Change Manager. Reporting to the Head of Accounting and Business Change – HAS/CS, this role is one of a number of staff that manage the Accountancy Business Partnership Services at an operational level. It is widely known that both Health and Adults and Children Services face significant challenges going forward. In 2018/19, Greenwich Council addressed this challenge (through the Budget Recovery Board) by agreeing that both departments should undergo an end to end whole system review. As a result of this process, a team of continuous improvement specialists (Newton Europe), have been appointed to deliver a comprehensive change program. Their work with Health and Adults has finished now, and their work with CS is currently underway. As well as working with Newton, Finance and IT colleagues, this role will involve working with each service and their respective performance contacts, to implement and deliver the savings opportunities identified. It is envisaged that once embedded within both departments, this methodology for change, shall be adopted throughout the Council.

Both the Forward Thinking (HAS) and Building Better Outcomes Together (BBOT)(CS) programs, involve identifying better ways of working, along with improved service provision and greater client choice and independence. Amongst other things, this role will involve:

Main Duties

  • Reviewing Newton scope and delivery information
  • Working alongside Newton Europe, the Services (inc Performance), Finance and IT colleagues
  • to create a model for joined-up Finance and Performance information (Bridging Models), which can then be used to support practice improvement across HAS/CS departments.
  • in the creation of KPI’s in order to measure and track activity changes (as well as model lag in invoicing and investigate system discrepancies) at the earliest stage possible and monitor activity against KPI’s.
  • to implement data-driven budget monitoring, projecting and setting.
  •  in the development of an MTFS tracker

Who we are looking for:

We are keen to hear from experienced managers that have the relevant management experience identified in Management Standards Level 2 (included in recruitment pack), who are highly motivated and committed to providing an excellent and proactive service in line with statutory and operational deadlines.

It is essential that you have extensive work experience of managing change and driving efficiency and supporting strategic decision making through analysis, performance reporting and challenge.

You will have excellent communication skills and effective time management skills, being able to work under pressure with minimum supervision.
