Job Purpose

ECC Adult Social Care, through effective practice, is moving towards a transformational shift from a focus on long-term care support, to a model with four key principles :- prevention; early intervention; enablement and safeguarding. This will enable people, their families and carers to be able to access information and tools to live healthily and independently. Providing an opportunity to respond pro-actively to growing service demand in a sustainable way, within the financial constraints of the Council

The LD Health Commissioner will work across the Southend, Essex, and Thurrock (SET) Partnership of CCGs and Local Authorities to develop and implement strategic and operational commissioning plans and deliver cross system programmes of work to deliver improved health equality outcomes for people of all ages with a Learning Disability and/or Autism. Exerting influence across stakeholders, partnership working, and co-producing solutions with service users and their families to ensure exemplary services are delivered to citizens across the Partnership will be critical. The role will support procurement processes and contribute to market shaping.

Knowledge and Experience

Educated to RQF level 6 (Bachelor's degree) or equivalent by experience and evidence of continuing professional development and expert knowledge in relevant professional area.

Subject Matter Expert (SME) in health commissioning activity in a functional area, and programme and/or project management expertise.

Significant experience of designing, commissioning or delivering commissioning activities or projects or joint commissioning activities and projects.

Knowledge and experience of all aspects of the commissioning cycle, project life-cycle and related activities gained within a commissioning environment.

Evidence of successfully delivering commissioning outcomes and managing change in a complex environment.

Experience of delivering public services in a complex, multi-stakeholder environment.

Experience of working in a political environment and able to evidence breadth of thinking. Ability to work effectively with members and senior officers from across the Council and with partner agencies.
