The Democracy Team provides strong member support and development as well as providing the Council’s committee support function.  It also has effective scrutiny arrangements in place which are delivered by the Team.

Reporting to the Democratic Services and Scrutiny Team Leader, the post-holder will undertake a workload of both democratic services and scrutiny tasks and assist in the supervision of other members of the Democratic Services and Scrutiny Team.

Major tasks include:

  • To assist the Statutory Scrutiny Officer for the Council, in his/her role of providing evidence for the ‘critical friend’ role to challenge the executive, enabling the concerns of the community to be considered, to promote the role of scrutiny and assist in ensuring that the scrutiny process drives improvement in public services.
  • Under minimal supervision from the Statutory Scrutiny Officer to assist in ensuring that the scrutiny process delivers efficient and effective scrutiny of public services within its remit and is undertaken in accordance with statutory requirements, regulations and guidance including;
  • Supporting the call in process as required, including managing exemption requests in respect of call-in and key decisions
  • Undertake research, analysis and information gathering
  • Preparing and presenting reports, briefings, training and presentations,
  • Co-ordinating scrutiny projects including formal and informal meetings with members of the Scrutiny Committees,
  • Liaising with councillors, co-optees, officers, external organisations and individuals
  • To attend and advise at meetings of the Council as required, some of which may be outside of normal office hours and on various different sites.
