Job Details

Head of Digital Data and Digital Democracy  |  2 year fixed term contract

Newham is a vibrant, diverse and aspirational place, one of the youngest boroughs in London.  We have set a radical new vision to increase the wealth of the local community in the broadest sense, acting as a powerful force for social justice, signposting a future where Newham is recognised as a place of health, wellbeing and happiness.  To deliver our vision, we are changing how we work.  Come to Newham and help us become an open and accessible council that puts people at the heart of everything we do.  Lead your teams and bring your commitment, passion and expertise to build a fairer, more equal and sustainable borough, enabling all our residents to reach their potential and thrive

Our change and insight department drives our transformation. Expert teams focus on discovery, design, delivery and continuous improvement.  Data, information and intelligence inform service design and agile programme and project management that shapes improved outcomes with and for Newham’s residents.  Our recent restructure provides us with the capability and capacity to deliver our vision for the borough, putting people at the heart of everything we do.

Reporting to the Director of Change & Insight you will provide end to end leadership of our digital service and provide strategic leadership for our approach to digital data, including how open data can democratically empower Newham citizens.  You will lead your teams to deliver digital transformation and draw together information and data that powers change and service excellence.

In Newham we are committed to open democracy; you will deliver on this commitment, sharing information and data with others and developing a collective intelligence that drives better understanding and outcomes.  This will include the development of our unique data integration layer, bringing together and using citizen level data from multiple sources.  Successful data integration will provide us with the potential to be genuinely transformative in our approach.  Our collaboration with UCL on a range of digital and data driven initiatives will provide you with the opportunity to bring innovation and sector leadership to your role.

You will develop and deliver the Council’s digital strategy, working closely with managers and product owners to shape and track digital initiatives, improving the value that digital adds to the organisation.  You will lead the successful implementation of a range of digital projects focused on improving customer experience of our digital interface, including the development of our new website and CRM in line with our Future Newham ambitions.

Succeed in this role and you will have transformed and modernised the way in which we gather, use and share data, creating a culture of corporate data and insight.  All our digital initiatives will support delivery of our radical vision and all decision making will be underpinned by an intimate understanding of trends, opportunities and risks.

About you

You will bring substantial senior experience in leading corporate data and digital services in a large, complex organisation.  You will be able to demonstrate substantial experience of the delivery and execution of digital strategies, including transformative project leadership.  Passionate about the opportunities presented by digital democracy, you will bring a track record of successfully gathering, analysing and deploying data and information to support intelligence led change and improvement.
