Job Purpose

ECC Adult Social Care, through effective practice, is moving towards a transformational shift from a focus on long-term care support, to a model with four key principles:- prevention; early intervention; enablement and safeguarding. This will enable people, their families and carers to be able to access information and tools to live healthily and independently. Providing an opportunity to respond pro-actively to growing service demand in a sustainable way, within the financial constraints of the Council.

The Process Assurance Officer will be responsible for the provisions of a robust and co-ordinated budget support service to senior managers within the Adult Social Care function. The role will be responsible for the operation of purchasing processes for commissioned services and the undertaking of rigorous reconciliation of reports.

Service/Functional Accountabilities

Responsible for supporting the purchasing process for commissioned services and care packages to ensure finance queries are investigated and progressed; compliant records are maintained and appropriate advices regarding the resolution of specific problems is provided.

Responsible for reconciling reports to ensure accurate recording of financial commitments and reconciliation with budget holder records; advising appropriate resolution actions and initiating activities to reduce recurrence.

Work collaboratively with the wider ASC function to ensure Budget Recovery and Savings exercises are progressed in order to maximise delivery and commissioning opportunities.

Act as the lead for ASC activity in relation to addressing outstanding client debt issues by monitoring and reporting on progress and engaging with clients and/or their representatives to develop clearance plans; agreeing and arranging write-offs if appropriate.

Responsible for providing a direct payment/personal budget (cash) monitoring and reporting process in order to enable correct checking of direct payment conditions adherence and correct use of such payments.

Work collaboratively with internal and external stakeholders to facilitate resolution of specific finance-related complaints and issues, advising on the most appropriate course of action and acting as a single point of contact as required.

Responsible for monitoring and resolving Residential provider enquiries received, as well as requests received from the Attendance Allowance Unit.

Responsible for the invoicing process for CCGs (Clinical Commissioning Groups) on behalf of ASC in order to recover monies owed to maximise all ECC income streams. This includes communicating with the CCG's directly to seek payment and negotiating hand over of financial responsibility where appropriate.

Specific individual and shared targets and objectives are defined annually within the performance management framework.





Skills, Knowledge and Experience

Possession of an NVQ level 3 (or equivalent) or, educated to RQF level 2 (GCSE) with a willingness to work towards Level 3 in Business Administration with optional units in finance. Alternatively, possession of a finance or appropriate alternative qualification or

  • demonstrable equivalent appropriate experience.
  • Evidence of continuing professional development and knowledge in relevant professional area.
  • Considerable experience of using IT packages including Word, Power Point, and EXCEL.
  • Evidence of considerable experience monitoring and coordinating budgetary and financial information
  • Evidence of compiling and manipulating statistics to produce reports
  • Knowledge and experience of administration processes and use of office equipment.
  • Evidence of team working and understanding different roles.
  • Awareness of Health and Safety at work
