Job Purpose

ECC Adult Social Care, through effective practice, is moving towards a transformational shift from a focus on long-term care support, to a model with four key principles:- prevention; early intervention; enablement and safeguarding. This will enable people, their families and carers to access information and tools, live healthily and independently and for our function an opportunity to respond pro-actively to growing service demand in a sustainable way, within the financial constraints of the Council.

The Training and Testing Manager leads the on-going design and development of all systems that relate to Adult Social Care, (both current and future) including the specific social care case management system. The role responds to the expectations of Adult Social Care with systems which support good practice, enabling succinct, good quality and efficient recording, whilst reducing unnecessary bureaucracy.

The role works in collaboration with the Essex Social Care Academy and is the key Subject Matter Expert and the conduit between Adult Social Care and internal/external partners in providing vital information and analysis, with the purpose of improving all systems that impact on Adult Social Care.

Service/Functional Accountabilities

Lead development of policies, procedures and processes that successfully link practice and systems across Adult Social Care and other functions, to ensure these are available and understood by operational and support services. Act as business lead on new developments to ensure that wider system changes are driven by, and meet, practice need and commissioned outcomes.

Maintain a close and strong link with front-line operational practice, involving practitioners in consultation/decision making around practice and system changes.
Work with internal and external operational partners/stakeholders to maximise development of innovative approaches to the delivery of specified outcomes, supported through the ASC Mosaic Change Management and ASC Practice Governance Boards.

Responsible for ensuring compliance with regulations, statutory guidance and GDPR rules, raising any issues in a timely and effective manner. Oversight of requests for the reopening of completed process on system(s), working with locality teams. Support embedding key system changes derived from national legislative changes across Adult Social Care. Liaise with other local authorities to share best practice/innovations and introduce these locally.

Manage a team of trainers to provide a variety of training methods to support the business and to assure of all training literature to a high standard.

Skills, Knowledge and Experience

  • Educated to RQF level 6 (Bachelor's degree) or other relevant subject area, or equivalent by experience.
  • Evidence of continuing professional development with good knowledge in relevant professional area.
  • Evidence of working within a social care environment and successfully delivering against objectives.
  • Strong IT skills and ability to analyse and identify problems quickly, using own judgement and problem-solving skills.
  • Significant experience of managing change in a complex service delivery environment.
  • High standard of communication with ability to clearly express aims, objectives and outcomes.
  • Experience of working at a senior level in a political environment, skills in understanding and responding to different perspectives and taking a cross organisational perspective.
  • Knowledge and awareness of children and young people environment and employees who support their needs.
