Temporary Post Local Government SEN Finance & Information Officer

WorkwithYork are currently seeking an experienced SEN (Special Educational Needs) Officer for a short temporary position during a period of internal restructuring.

In this role you will have responsibility for SEN information and finance, including management of data, SEN support funding, Out-City and inter-authority placement contracts and payments, and assisting with efficient systems for SEN Assessment and implementation of relevant Panel decisions.

£12.93 per hour

Short term, temporary role - 4-6 weeks

You will also:

  • Lead responsibility for the maintenance and upkeep of SEN data on the pupil database and other systems, to ensure that all information inputted, stored and analysed is accurate, relevant and accessible to appropriate SEN Services staff
  • Complete regular and ad-hoc statutory data returns for DfE and other agencies, respond to all FoI requests to SEND, and assist with Schools Census in respect of SEND queries
  • Be responsible for ensuring successful transfer of both files and responsibility in respect of pupils moving into or out of City with Education Health and Care Plans or SEN Statement
  • Record all decisions in respect of SEN funding (in respect of mainstream schools), liaise with Finance to ensure correct funding to schools in York and cross-border as appropriate. Adapt systems to reflect continued changes in SEN funding statutory framework.
  • Have daily contact with parents/carers, teaching staff, officers drawn from across the Local Authority and other public bodies (including DfE, Ofsted and external Audit) and disabled customers. These contacts require tact, discretion, sensitivity, and a calm and measured approach at all times.

To be considered for this role, you will ideally have the following:

KNOWLEDGE & SKILLS

  • ECDL or equivalent experience plus an advanced understanding of Microsoft ‘Office’ packages including ‘Access’ package and commercial systems. Experience of using Mosaic is desirable.
  • NVQ Level 3 or equivalent experience of the full range of business administrative, financial management and business information technology support tasks as described above.
  • Ability to establish and interrogate complex databases and spreadsheets to support SEN financial management and projections for resource allocation.
  • In-depth understanding of all high-level work procedures that would require specific job training and a period of induction around the legislative requirements and a clear understanding of the deadlines involved in the whole Statutory Assessment procedure.
  • Sound understanding of the legal and statutory framework for inter-authority recoupment and ‘out of city’ placements.
  • Have the highest degree of attention to detail when overseeing all stages of Statutory Assessment and Review procedures.
  • Sound oral and written communication skills.
  • Have a high level of understanding of council database systems and the data analysis and report-cycle requirements for different parts of SEN Services, as well as the technical issues entailed in database development and integration projects.
  • Have a high level of literacy, numeracy, data interrogation and analytical and problem-solving skills.
  • Be able to demonstrate tact, sensitivity and confidentiality in all dealings with internal and external customers.
  • Be able to assimilate large amounts of information quickly, analyse the information and be able to summarise and brief managers on the salient points in relation to each case/situation under consideration.
