An exciting opportunity has arisen to join Suffolk County Council (SCC) Highway Structures Team as a Structures Design Manager, working from our Phoenix House Office in Ipswich. 
Suffolk Highways is a collaboration between Kier and Suffolk County Council to meet the primary objective of maintaining roads and delivering new highway infrastructure in Suffolk. Personnel from both organisations work together in integrated teams as part of an alliance that aspires to be as effective, efficient, respected as possible and, at the forefront of highway maintenance and improving service delivery.
The Infrastructure Management Team comprises 109 staff who are collectively responsible for influencing and embedding highway asset management strategies, the commissioning of annual works programmes and, ensuring the safety of the highway network for those living in and visiting Suffolk.

Your role
Sitting within the Professional Services Design area within the Suffolk County Council Structures Team you will support the Structures Professional Services Manager in providing engineering design and project management to deliver inspection, assessment, strengthening and, maintenance programmes to bridges and structures on the local highway and public right of way networks and to assist in the county-wide management of all highway structures to ensure that they are maintained in a safe condition for the travelling public, statutory obligations are met, and that the best use is made of the budget available.
In addition to this you will assist in providing a responsive service for public enquiries relating to these activities and to ensure that, through Infrastructure Operations (including its supply chain partners), Suffolk County Council is complying with its statutory duty to maintain its general hard landscape infrastructure and provide a safe highway network condition for members of the public.


Your responsibilities
* Planning, monitoring, supervising and managing personnel in the design and assessment of bridges and other structures (which includes retaining walls, abutments, large culverts etc.) so that they are fit for regular use and their intended use
* Undertaking and independently checking bridge designs completed by others as part of the formal 'design check' process, ensuring that complex factors associated with permanent works have been fully considered
*  Preparing design, strengthening and assessment briefs, in conjunction with the Structures Professional Services Manager, for consultants for bridges and structures, particularly those that are complex in nature or require specialist intervention
* Managing the work of appointed consultants, ensuring compliance with the Design Manual for Roads and Bridges, Well-managed Highway Infrastructure and other related and relevant standards and codes of practice.

You will need:
* Level 6 qualification (e.g. BSc, BEng degree or equivalent) in civil or structural engineering.
* Incorporated Engineer (IEng)
* preferably hold NEBOSH or IOSH qualification for managing health and safety
* detailed knowledge of structural behaviour and experience in the design, assessment, and management of such
* experience in bridge and structures design management over a reasonable time period.


Travelling requirements for your role
Frequent travel - This organisation positively encourages the use of technology to communicate and engage, but in this role, you will need to operate across a wide and rural area, so you must either hold a full and current driving licence and have access to personal transport or meet the mobility requirements of the role through other reasonable and suitable means.
