Are you passionate about waste recycling and the bigger picture of sustainability and tackling the climate emergency? Horsham District Council are looking for a Head of Waste & Parking to play a lead role in shaping our response to the challenge – building on our already excellent recycling levels, which is one of the best in the country, and expanding our wholehearted commitment to innovations such as trialling food waste collection, as well as our textiles, batteries, and small electrical goods recycling services.

About the role

Your remit will be to design and implement practical solutions to the Council’s Climate Change agenda and Digital Strategy through business process changes in fleet, street cleansing, waste reduction, recycling, and parking and to grow and optimise profit from the commercial services in Waste and Parking. You will be responsible for around 140 staff through key managers running the transport, operational business and domestic waste, street teams, car parks and on-street parking across a modern depot and office environment that already uses biofuel vehicles. Among the initiatives you will be expected to drive forward is ensuring that our fleet of vehicles remains fit for purpose as we transition to all-electric, as well as how to work with businesses to rise to the challenge of business waste, for mutual financial benefit. You will also play your part on the Council’s wider management team, addressing more corporate concerns.


About you

This is a hands-on role, so you will need to bring significant front-line waste and recycling management experience, coupled with a proven ability to work well with the public and other stakeholders. An accomplished manager of people and change, you will also need a sound grasp of budgeting, financial management, business planning and other aspects of running a small-to-medium-sized enterprise, which is effectively what this opportunity involves, albeit as an in-house service. Experience of digitising services to improve the customer experience and reduce cost is also important as is experience of commercial sales and marketing.
