Job Details

The Regional Association of Directors of Children’s Services (ADCS) are looking for a Programme Manager to implement and provide support across the ADCS network and the regional Sector Led Improvement (SLI) programme.

The ADCS network is thriving, as is SLI in Children’s Services. Both are embedded and strong in Yorkshire and the Humber. Their purpose is to secure the continuous improvement of children’s services through collaborative working. ADCS meetings throughout the year are informed by regional and national developments. The network relies on effective business support and will sometimes commission research/survey activity in response to emerging issues. Each year, Directors of Children’s Services from the 15 local authorities in the region also commission an SLI Work Plan, the implementation of which requires effective management and coordination.

This role will help to shape an annual SLI work plan and variously oversee, facilitate, commission or directly deliver and develop a wide range of supporting processes and activities and undertake research and projects as determined by the needs of the regional ADCS group.

Candidates should be able to demonstrate a deep understanding and extensive experience  of managing and leading services for children and a keen interest in the continuous improvement of people and services.

You will need experience of being able to form strong working relationships with senior managers across the breadth of children’s services and will be expected to work with a high degree of autonomy and independence, seeing projects through from development to completion, sometimes with challenging timescales and managing emerging challenges as they arise. You should also be an able and confident presenter of ideas whether written or face to face and be highly self-motivated.

This role is being hosted by the City of York Council and will therefore be on CYC’s terms and conditions of employment including the opportunity to access the Local Government Pension Scheme, staff benefits and family friendly working policies.

Although many aspects of the role will be performed independently, from a single base, it will involve a requirement to attend  meetings and activities in all parts of the region
