The Public Health Function is an important contributor to this vision, responsible for developing the Council into a ‘Public Health Engine’, which actively promotes population good health and enables all Birmingham citizens to make healthier choices. This will be achieved through the continual championing of the health and wellbeing of all people across the city, but especially the most vulnerable. The delivery of an effective intelligence-led approach based on a set of agreed principles will require significant cultural and structural change – where the citizen is at the heart of what we do and each and every member of the Public Health workforce willingly and actively takes responsibility for their actions.

We have an exciting opportunity for someone to join our multi-disciplinary Public Health Division in a Public Health Service Lead role. This is a rare opportunity for a highly skilled individual to join Public Health within the largest Local Authority in the country and lead work that contributes to Birmingham being a great city that enables people to live healthy and active lives.

The Public Health Division is engaged in a dynamic and diverse range of innovative work at a local, regional, national and international level.

This position will be within the Population Health Management (PHM) Team. This team leads on providing and building capacity in data science that will support the delivery of PHM for the population of Birmingham and Solihull Integrated Care System (ICS).

The post holder must have advanced data science skills (coding, machine learning and data visualisation), expertise in epidemiology/public health and project management, and an understanding of data security and confidentiality.  The post holder will also be experienced in leading the analysis and interpretation of large health and socio-economic data sets to generate relevant insights  and be able to clearly and coherently communicate these insights in manner that engages and facilities collaboration between people from different professional and personal backgrounds, such as board members, clinicians, commissioners and service user. The post holder will work very closely with the Assistant Director for Population to meet the work programme of the PHM team. You will be educated to either post graduate qualification in Data Science or other quantitative field with significant experience of working in a similar area.

We are looking for a highly skilled data scientist to join the largest Local Authority in Europe to help us improve health and reduce inequalities. This is an ideal opportunity for somebody who can:

  • Work closely with commissioners, providers and stakeholders to identify issues, for which insights from data can support effective decision making and assess the effectiveness of relevant data sources and data-gathering technique.
  • Programme (using R, and Python along with Java, Perl, or C/C++), write and execute complex queries in structured query language SQL and use database interrogation and analysis tools, such as Hadoop platform and Apache Spark.
  • Apply skills in machine leaning techniques including neural networks
  • Translate insights from big data analysis and the findings of research for a range of audiences, including the public, using data storytelling and good presentational skills to facilitate sector wide change and action

Develop and maintaining relationships with the academic community and identify opportunities for collaboration.
