Public Sector Partnership Services (PSPS) is looking it’s for its next Head of HR & OD.

PSPS is a local authority trading company which is wholly owned by its three shareholder councils, which includes South Holland District Council (SHDC), East Lindsay District Council (ELDC) and Boston Borough Council (BBC) in Lincolnshire. It delivers a range of front and back-office services which includes, HR & OD, Financial Services, ICT and Digital, Revenue and Benefits, Customer Contact, Health and Safety and has an internal Corporate Services function. 

PSPS employs 280 employees and delivers HR services to the Councils 1100 employees, and across 40% of the Lincolnshire district Council’s local communities.   Our councils have just created an exciting sub-regional Council partnership, known as the South and East Lincolnshire Council Partnership (S&ELCP). The company operates at arm length to the Councils and its governance arrangements are overseen by a Board of Directors. PSPS was established in 2010 and has recently secured a further 10-year contract to 2030.  The company operates from each of the council offices in Spalding, Boston and Manby (note we are relocating our Manby office to Horncastle in late 2022).

 

The Role

The Head of HR & OD is responsible for the strategic delivery and performance of the HR & Payroll service across the four organisations and leads the HR Team which includes Payroll, Employee Relations, Operations, Recruitment, and Learning and Development. 

The Head of HR & OD reports directly to the Chief Executive of PSPS and is part of the company Senior Leadership Team and sits on the Corporate Management Group.  They are responsible for the oversight of circa 27 HR professionals who deliver the day-to-day HR services. They are responsible for ensuring the delivery of services in line with agreed SLA’s and KPI’s. They are required to work effectively and in partnership with key client leads in support of their internal OD and culture work streams, including significant change and transformation activity. They are also the strategic lead for the company’s transformation programmes relating to people and HR services.

The Person

We are looking for an experienced strategic HR leader, who is a customer focussed, innovative, and an inspiring HR professional, who can continue the great work which the current incumbent and her team have been delivering over the last two years.  The person will need to be level 7 CIPD qualified, who has experience of leading a multi-disciplined HR team of comparable scale and size and who has led the delivery of change and transformation across multiple and different organisations, ideally with experience of developing and maintaining effective stakeholder relationships.

The person will need to have evidence of strategic leadership and resilience to deliver multiple HR requirements.   The ideal candidate will have also either worked in the Local Government sector or within a public sector/commercial delivery environment.

The cultural fit of the individual will also be very important within the HR team, wider organisations and within the Senior Leadership Team and, therefore, they will need to possess strong interpersonal skills, be able to work under pressure in a fast-paced environment and be able to develop strategic programmes of work outlined in our People Plan (https://www.pspsl.co.uk/working-for-us/people-plan) and Transformation Programme. 

The majority of our services are continuing to work remotely from home, with at least 1 day a week in the office for team and collaboration activity, however we anticipate a phased return in early 2022. We are due to finalise and implement our new agile/hybrid working approach from April 2022, when we anticipate 50% of a working week will be spent in the office. As this role forms part of our Senior Leadership, additional attendance and travel should be anticipated, subject to business needs.

Shortlisting will take place on Tuesday 7th December 2021 when successful candidates will be notified, interviews are planned for Wed 15th and Thursday 16th December 2021. A psychometric/personality profile need to be completed by shortlisted candidates prior to attending the face-to-face interviews.
