Job Details

West Yorkshire Combined Authority is now responsible for the delivery of the £1.8 billion devolution deal for West Yorkshire and is the home of the newly elected West Yorkshire Mayor, Tracy Brabin, the first woman to be elected as a Metro Mayor. It is an exciting time to join our brilliant and unique organisation, tasked with improving our region and the lives of its residents.

Devolution will enable us to drive up living standards for local communities while tackling the climate emergency and help deliver our commitment to become a net zero carbon city region by 2038.

We have engaged on an ambitious Connectivity Infrastructure Plan to make our transport system much easier, both to use and to understand. So easy in fact that taking quick, joined-up journeys through walking and cycling and public transport becomes second nature for us all.

We have identified a range of options, informed by our evidence, to create an integrated network bringing walking and cycling, rail, bus and a new mass transit system together. We now need to develop these options into a prioritised pipeline and make progress on scheme design and business cases.

The role

Reporting to the Head of Research and Intelligence you will provide leadership to the organisations program of transport model development work playing a key role in the specification of the modelling components of major transport scheme business cases whilst leading the development of the Combined Authoritys longer term modelling work plan.

You will join the organisation at an exciting time for major scheme development and you will play a key role in defining and developing the modelling appraisal specifications in support of our mass transit investment package and the franchising of the bus network in West Yorkshire.

You will have a strong grasp of the theory, application and issues relevant to the design and development of major transport scheme model tools along with an excellent grasp of major scheme business case development and the role which transport modelling plays in shaping robust investment propositions from SOBC onwards.

Additionally you will bring to the role knowledge and insight on the key trends affecting public transport at a seminal moment in the sectors development as we seek to build the transport system in West Yorkshire as we focus on post health crisis recovery. Ideally you will bring to the role an excellent grasp of the data and techniques used to evidence demand for public transport.

Above all though you will need to be a good communicator and a clear thinker capable of inspiring and motivating others as you will be responsible for setting up our new modelling team, talking to central government and managing a substantial program of modelling consultancy commissions.

A background within a large economics or transport economics environment would be useful but is not essential as we are primarily interested in your proven ability to effect corporate change based on the quality of your modelling and analytical insights.
