Director of People & Change – up to £125k

At Surrey County council, we are at the heart of our community ensuring that our residents and stakeholders have the highest standard of services.  With an ever changing social and physical environment, we are constantly seeking to improve.  And there is no doubt that the people who work across our organisation in so many different and important roles are the heartbeat of that quality service and innovative approach.

We are seeking a Director for People & Change who will be both an inspiring thought leader in the space of innovative culture and working as well as a pragmatist in terms of delivery.  This role reports to our Deputy Chief Executive and as such is an integral part of the council’s corporate leadership, liaising closely with executive colleagues, our CEO and our Political Leadership as well as our Trade Union colleagues and  external partners in the wider community system. 

In May 2021 an ambitious ‘Workforce of the Future’ strategy was agreed upon for the council and we are seeking an experienced People Leader to build upon and enhance these foundations and vision and create an energetic and outcomes focused programme of delivery.  Partnerships both internally and externally are central to providing the transformation we aspire to achieve and there is great opportunity to look beyond the boundaries of the organisation to identify best practice and influence improvement outcomes for our employees and therefore our public services. 

We are looking for a collaborative leader who has significant senior experience designing and leading strategic change with regard to the people agenda in addition to leading a high performing and professional HR function.  You will have a focus on delivering impactful change which is cost effective and sustainable and ensures that we are fully compliant with statutory and financial obligations as would be expected with a Public Service organisation.  As our new Director for People & Change you will run and continuously improve the capability and impact of the  People & Change Function in addition to driving and leading innovation and transformation and partnering with Executive Stakeholders.  We are seeking a strong relationship builder, with sound HR experience and understanding across all aspects of the people agenda.  In the coming few years, your focus will be on leading reward reform, talent and succession strategy, EDI agenda, workforce resourcing and retention, leadership and culture solutions and building business partnering and OD&D capability.  In addition you will be collaborating to deliver enhanced digital solutions for our employees and stronger evidence based practice through data and measurables.   

This is truly a stand alone Director of People & Change with licence to lead strategic change and create meaningful and sustainable relationships with all stakeholders sharing the pursuit of excellent for our communities.
