Our service

The Waste Management Service carries out the County Council’s function as a Waste Disposal Authority which includes arranging for the safe and efficient reception, transfer and treatment or disposal of household and commercial waste collected by District and Borough Councils, provision of local household waste recycling centres where residents can take their own bulky waste for disposal and/or recycling, encouraging the reduction of waste and an increase in recycling and composting, through campaigns to raise awareness of options available to the residents of North Yorkshire, practical and financial support to help develop and operate waste minimisation, reuse and recycling schemes, and management of closed landfill sites to ensure they remain safe and do not pollute the environment.

The role

As our Service Development Manager your core focus is to drive service improvement by seeking out opportunities for the County Council in its role as a Waste Disposal Authority and working collaboratively with partners. The remit includes advising senior managers on drivers for change including the Resources and Waste Strategy; identifying challenges, opportunities and project proposals to deliver maximum benefit from existing and new waste management infrastructure; working collaboratively with internal and external stakeholders; and managing three posts to develop and implement a programme of waste prevention campaigns.

Working across a variety of disciplines creates a varied and challenging role but very rewarding.

The team delivers both internally and externally, allowing you to have a real impact on front-line public services as well as developing professional working relationships with external organisations in an increasingly commercial environment. Team members must be comfortable working to strict deadlines and key performance indicators.

What you’ll bring to the team

To be successful you must hold a Level 4 management or business qualification or equivalent work based experience, have in depth knowledge of current guidance and legislation with respect to Waste, and experience of developing and implementing policies and strategies. You will also have proven and effective experience of the management of resources in a changing organisational environment, including human and financial resources; and a proven experience of managing a team, planning and organising work. You must have exceptional communication skills both verbally and written, have good interpersonal skills effectively provide information, advice and guidance to develop others, have the ability to influence and negotiate, make decisions within own area of responsibility, and problem solve and find pragmatic solutions. You must also be able to co-ordinate, monitor and review the use of financial information, and have the ability to effectively prioritise work
