Strategic Director for People

A high profile role with a huge impact on the wellbeing of our Worcestershire residents .

About us

At Worcestershire County Council, we want to make sure our county is a fantastic place in which to live and work. As Strategic Director, you’ll be a champion for our People Values. In a nutshell, this means ensuring we put customers at the heart of all we do, act proactively to achieve excellence, and have the courage to make constructive change.

As a key member of our Strategic Leadership Team, you will be accountable for four Assistant Directors – for Adult Social Care, People Commissioning, Communities, and Integration & Services. Around 1,000 full time employees will look to you to inspire change, nurture innovation and help to shape sustainable, transformative improvements.

The role

As Strategic Director for People, you’ll be accountable for the statutory obligations of the Director of Adult Social Services. You will define, develop, procure, manage and evaluate a full range of adult social services, ensuring statutory compliance and continual improvement. You’ll also act as the client side – lead commissioner for Worcestershire Children First, a company that’s wholly-owned by the council and which is focused on helping our youngest residents to achieve their full potential.

This is a highly visible strategic leadership and management role, on a substantial scale. Your remit will range from leading the development and implementation of policies, procedures and strategies, through to advising Elected Members and the Chief Executive on people-related issues. Crucially, you’ll create a culture of accountability, with a commercial and outcome-focused approach to delivering the best value for citizens. As a true advocate for the residents and communities of Worcestershire, you’ll see to it that we always hear their voices and shape our approaches to fit their needs.

The person

With a substantial track record of success at a senior strategic level, you have been a leader in an organisation of scale and complexity. Relevant experience in the public or private sector equips you to operate at the level of this role. We expect you to demonstrate a high level of ‘know how’ and management skills suitable to make us an excellent commissioning organisation, with decision-making and service delivery devolved to a more local level as appropriate.

As a leader, you are an inspiring communicator. You’ll bring to the role a proven flair for building positive, productive and influential relationships, winning the confidence and support of members, staff, partners, customers and other stakeholders. What sets you apart is your commitment to empowering people, modernising services and delivering for customers.

We are inclusive – this is really important to us and we are proud to be a Disability Confident Employer.
