The Royal Borough of Greenwich, judged by Ofsted as "good" (May 2017), is looking for an Adult Skills and Community Learning Manager to lead and manage the Council's Adult Skills, Community and Family Learning provision, ensuring that a high-quality service is delivered by sub-contracted providers to meet the needs of learners, the Council's priorities for employment and skills, and Education and Skills Funding Agency, Greater London Authority (GLA) and Ofsted requirements, including acting as the lead for Ofsted inspections of the service.

The ACL programme is managed by the Adult Skills and Community Learning Team within the Employment and Skills Division of the Council. The Team is responsible for the leadership, management, development and delivery of the ACL programme, which is currently delivered by a wide range of 10 subcontractors.

We are looking to appoint a candidate with significant experience at a senior level, whether this is in an educational or local authority setting, to manage the Adult Skills and Community Learning Team, and be responsible for overseeing delivery of all aspects of the service including commissioning, delivery of provision, data, contract and financial management, and quality standards oversight. You will be responsible for strategy development, procurement curriculum planning, and partner relationships.

You will have excellent knowledge of the relevant local, regional and national policy context for adult skills, community learning and related apprenticeship programmes; and the ability to apply this to develop the service, ensure equality of opportunity, and to provide expert advice/briefings to senior officers and members.

The post holder will be responsible for the line management of the Quality and Learning Officer, MIS and Data Lead Officer, and the Contracts Curriculum and Funding Manager.

A lot of our provision focuses on outcomes which transform the lives of disadvantaged communities and enhancing employment opportunities for low skilled residents. Other provision ranges from employability skills, basic skills, ESOL, enterprise support training through to family learning, and support for health, physical activity and well-being such as healthy eating, food and cooking.

Flexible and agile working is welcomed. An enhanced DBS check will be required for this role.
