Workbase: This role is based in Parkhouse, Carlisle, and may involve some working from home.

We are looking to recruit a hard-working and motivated Programme Assistant.

This role is a key post within the Capital Programme Team and they will focus primarily on supporting the delivery of large scale externally funded highway projects. However, the team is flexible and team members work across the team’s full portfolio.

The team is responsible for the delivery of the council’s £100m+ annual capital programme, which supports every one of the council’s front line services and back office functions. The team delivers design, construction and maintenance projects for Children’s Services, Adult Services, the Highways and Waste Services, the corporate property portfolio, and Cumbria Fire and Rescue Service.

The Role

You will be in a great position to directly improve outcomes for the people of Cumbria and the right candidate will provide support to the establishment, coordination, management and delivery of specific projects and programmes.

Under the direction of the Capital Portfolio Manager/ Programme Manager you will support the delivery of budgeted projects within a programme of activity and engage with internal and external stakeholders across Cumbria’s communities, the council’s directorates, and other organisations and partners to ensure that the infrastructure delivered meets the need of the county’s stakeholders.

We are looking for candidates who will facilitate all aspects of programme/project support including maintaining programme/project performance/asset management information and assist the commissioning of works with consultants and contractors and be able to support wider work such as land registry searches, maintaining action log trackers, supporting community engagement and providing plans/technical drawing support.

You will help coordinate consultants and contractors to ensure that work is awarded and carried out in a timely fashion.

Who we are looking for

-The ideal candidate will have experience of project or programme management techniques and methodologies and delivery of projects.

-Experience of working in the local government environment would be useful, including financial systems however we welcome expertise from other fields to drive our commercial agenda and deliver best value for the people of Cumbria.

-An ability to work systematically and effectively prioritise tasks and have experience of engaging and working with external consultants is also beneficial.

You must be adaptable and thrive in an ever-changing working environment and must be comfortable managing change. You must be a candidate who is committed to organisational learning and developing colleagues.
