The roles

We are recruiting two Commissioning Managers, where you will lead on the commissioning and procuring vital services within either Social Care or Homelessness and Rough Sleeping, both of which are within our Community and Children’s Services department. The roles are challenging but highly rewarding, as you will be protecting the health and wellbeing of City’s residents and people experiencing homelessness and rough sleeping.

Commissioning Manager- Social Care (Permanent)

· Working across social care, you will make sure everything you commission and procure effectively meets local needs and statutory requirements as well as national guidance and our corporate priorities. On top of this, you will consult with residents and other partners to shape and design services.

· You will also oversee placements and the development and tendering of high-value service contracts, collaborating with a variety of service providers to create service specifications, quality indicators and targets.

· Beyond these core duties, you will make effective use of staffing and budgets and represent us at board meetings, conferences and forums.

Commissioning Manager- Homelessness and Rough Sleeping (Fixed Term Contract for two-years)

· You will be the lead Commissioning Manager overseeing the Homelessness, Prevention and Rough Sleeping service area. You will play a vital role in the City of London Corporation achieving its strategy to ensure that homelessness is always prevented, and when to does occur, it is rare, brief, and non-recurrent.

· We share Central Government’s objective to end rough sleeping and are in receipt of more than £1m annually in grants to achieve it. You will ensure that this grant funding is maximised to support strategic priorities and emerging seasonal pressures.

· You will also oversee the development and tendering of high-value service contracts, collaborating with a variety of service providers to create service specifications, quality indicators and targets.

About you

We are looking for significant experience in commissioning and procuring local government services. You should have a good understanding of housing, homelessness and rough sleeping, social care and/ or public health, along with skills in negotiation, supplier management, project management and service planning.

You will also be a keen problem-solver with strong communication skills. The ability to handle competing priorities and deal with complex issues is essential. You should also be educated to degree level at a minimum — you might also have a qualification in management or commissioning and procurement, but these are not essential.
