Exciting opportunity for an experienced Economic Advisor, with a good background in energy, to join the Rural Growth Team to support the development, delivery, monitoring and review of ground breaking economic development programmes and projects for Northumberland. 

Programmes include the Borderlands Energy Masterplan, which will shortly enter the crucial stage of delivering Local Area Inclusive Energy Plans, in specific locations across the Borderlands region.  This will focus on delivering Net Zero Strategies which will have economic and regeneration impact on rural areas.  This will help to unlock further funding of circa £30m for investment in energy projects.  You will lead the team procuring technical consultants who will deliver the work.  You will then manage the consultants to ensure their work aligns closely with the outputs required to deliver real practical solutions and change for the whole Borderlands area.  

The post will sit in the Rural Growth Team whose main responsibility is the development of rural regeneration projects for the Borderlands Inclusive Growth Deal and NTCA devolution/NE Local industrial strategy.  The team works collaboratively with a wide range of internal NCC, public and private sector partners, there is a real opportunity to drive this collaboration more.  

On behalf of the Council you will develop, implement, monitor and review Regeneration programmes and projects for Northumberland, particularly ones with an Energy/Clean Growth/Net Zero context, including those associated with Borderland Energy Planning, Hexham Hydro, Zero Emission Vehicle infrastructure, and work with partners to help achieve strategic Clean Growth/Net Zero Regeneration policies and priorities. 

You will be responsible for the compliant delivery of the programme, ensuring that contractual targets are met, appropriate governance is embedded and a quality service is provided to businesses and Partners.

The Service

The Economy and Regeneration service sits within the Regeneration, Economy and Commercial Directorate of the Council. The Service has 47 staff whose core purpose is to deliver the Council’s priority of Economic Growth. This includes the influencing of national and regional policy and co-ordinating and driving forward the delivery and management of regeneration and economic growth projects. This includes the acquisition and management of external funding, including Borderlands Growth Deal, North of Tyne Combined Authority Investment Funding, European Structural Funds and Central Government Initiatives. 

The Role:
The Economy and Regeneration service, Rural Growth Team is looking for an experienced Economic Advisor, with a strong background in Energy as part of the team, the role will develop, deliver, monitor and review economic development programmes and projects for Northumberland, taking the lead on particular tasks.

Essential requirements: 

-You will be educated to BTEC Higher National Diploma (HND) or equivalent standard of general education. You will have significant experience in developing policies and projects related to regeneration initiatives, with a strong appreciation of the net zero and energy contexts. You will have experience in developing bids for funding regeneration projects, some of which may be related to energy/net zero in context. 

-A good work knowledge around renewable energy, energy networks and issues such as fuel poverty would be very useful. 

-You will have experience working with businesses and communities in developing and delivering a wide range of project activity. You will have experience in making presentations at public meetings, committee meetings and stakeholder groups. 
-You will possess good interpersonal skills with the ability to work as part of a team, guide non-specialists and negotiate with partners and funding organisations. The ability to converse at ease with Partners and provide advice in accurate spoken and written English is essential for the post.
