An interim (up to 2 years, estimated at 18 months) role which will have responsibility for delivering the first Net Zero Climate Strategy (NZCS) for the Leicestershire Local Government Pension Scheme (LGPS).  More information about the Leicestershire Fund (“Fund”) can be found within the 31st March 2021 annual Report for the Fund, https://leicsmss.pensiondetails.co.uk/documents/Pension-Fund-Annual-Report-2021.pdf?language_id=1  

Climate and net zero policy / strategy work is in high demand given the importance to formulating credible plans to aid the Country’s decarbonisation efforts.  The role will support existing resources and will require working closely at the Leicestershire County Council offices (County Hall, Glenfield) or virtually in order to deliver the NZCS and follow on work resulting from an approved NZCS.
 

The Responsible Investment analyst will:
- Work with external investment consultants including Hymans Robertson and LGPS Central the pension pooling company.  Internal teams to include the pension administration team, communications and engagement teams and members of the Local Pension Committee.
- Maintain progress in line with a work plan to deliver the individual elements of the overall strategy and propose changes to the plan as needed on a regular basis to others in team including the senior finance analyst and assistant director of finance.
- Write papers and present to the Local Pension Committee the progress against the work plan to deliver the Strategy and develop the implementation plan for the climate Change Strategy. Identify and propose changes to the plan as required by the changing environment which includes new guidance and policy.
- Assist in preparation of workshops and training events in relation to building knowledge with stakeholders as the strategy and implementation plans are built.
 

Other areas will include:
Assist and step in for the Senior Finance Analyst – investments where necessary in wider duties associated with management of the Leicestershire LGPS.

To engage in RI related Continued Professional Development activities including relevant online courses, webinars, investment manager presentations.

Keeping up to date with developments in the LGPS RI arena, including Taskforce on Climate Financial Disclosures (TCFD), Chartered Institute of Public Finance Accountants (CIPFA) regulations, Scheme Advisory Board (SAB) guidance, government policy and legislation.

Essential requirements:
 
The role would suit someone who is educated to degree level and has experience of writing and reviewing reports at Committee / Board (or similar) level and has excellent written, language and presentation skills.  The ability to work to tight timescales with differing internal and external colleagues whilst getting to grips with new concepts and metrics involving net zero considerations for financial assets such as the Leicestershire LGPS.
Educated to degree (or equivalent) level in a subject broadly relevant to the role with appropriate and demonstrable job experience.
Experience of being able to maintain and develop project plans including management of workstreams within project plans which will include maintaining relationships with internal and external teams

Evidence of researching a subject area, forming recommendations and accommodating differing viewpoints.
