The Role

Do you have experience of large-scale regeneration and place management?

Are you passionate about embedding the benefits of growth and development in local communities?

Can you lead a skilled, multi-disciplinary team to deliver a complex programme of activity by the Council and other partners?

Nine Elms is an area undergoing huge change as an ambitious plan to create a new, high quality part of Central London is realised. The opening of the Northern Line extension to Battersea last September marked the start of a phase of transition from construction to place management. Later this year the restored Grade II* Battersea Power Station will open to the public and the borough of Wandsworth will welcome its sixth Town Centre, where Apple will make its London home from 2023. In the next five years thousands of people will make their home in the area as more than 5000 new homes are completed.

Wandsworth Council leads an ambitious programme to harness the benefits that this change will bring for local residents, businesses and the wider borough - over the next 2 years we will see three more cultural anchor tenants open their doors, the creation of a new park for central London, the delivery of further sustainable transport projects that encourage modal shift, and the delivery of new social infrastructure including an NHS Health Centre and a new primary school.

As we enter this final phase of development in one of London’s most successful Opportunity Areas, we are seeking a new Head of Programme to oversee this ambitious programme, lead a high performing and committed team and work with partners and stakeholders to deliver a thriving, successful place.

The ideal candidate will have experience of working on large scale regeneration projects and an understanding of successful place management and the ability to work with staff to achieve that; experience of managing teams through a phase of transition, excellent relationship and influencing skills gained from working in complex political, partnership and multi-stakeholder environments and the ability to strategically manage a complex programme of activity which involves a mix of physical, socio-economic and cultural projects. If this sounds like you, we’d love to hear from you. We are seeking an exceptional candidate to join us on a two-year fixed-term contract. This is a unique opportunity to be part of a team who work together in a ground-breaking shared staffing structure across the boroughs of Richmond and Wandsworth, working on an internationally recognisable regeneration project and heading up a team that is committed to making Nine Elms the best place that it can be, ensuring all residents benefit from the regeneration of the area, in line with the Council’s aim to be at the forefront in innovation in local government.

At Richmond and Wandsworth Councils, we care more about how you work and what you achieve, rather than where you work on any given day. The difference you can make to our local communities is what really matters most to us, service delivery must always come first. We have carefully considered agile ways of working to provide the best experience for residents, stakeholders and our staff. Our agile working strategy actively supports and encourages a dynamic work environment and daily working experience. Agile working helps put the needs of our staff at the centre of everything we do, so if specific flexible working arrangements helps you with this, feel free to let us know.

Your wellbeing and the flexible way in which you can work is and will remain a key priority for Richmond and Wandsworth Councils. We want you to thrive and feel empowered in your work!

We recognise the importance of a good balance between work and home life so we do everything we can to accommodate flexible working including, working from home, compressed hours, job shares and other arrangements. Please just let us know in your application or at any stage throughout the process (and beyond) if these are options you’d like to explore. We also offer a generous holiday allowance of 39 paid days (pro rata) including bank holidays and a wide range of learning and development opportunities.

In addition, we offer a comprehensive range of staff benefits such as membership of the Local Government pension scheme, new technology scheme, interest-free loans on annual travel cards, discounts with many leisure activities, restaurants, shops and other establishments.
