City of York Council Adult Social Care are excited to be entering a new phase, underpinned by recruitment of staff to our vacant positions. We are delighted to be recruiting to a number of permanent roles in our friendly and supportive Learning Disability Team.
We’re keen to hear from professionals registered with Social Work England, or equivalent, who want to work within an established, supportive, forward thinking, and innovative team.
We want to work with you if you have a strong desire to provide high quality, timely and person-centred intervention to adults with learning disabilities to have a place they feel is their home with friends and family who they love. You will be committed to ensuring people we support are connected and contributing to communities and do things that give satisfaction. You will use strengths-based practice, be familiar with the use of community assets and technology to meet needs and have an ability to identify and make best use of these to promote independence.
You will adept at managing high demands, with strong organisational abilities and initiative. You’ll manage pressure and competing demands well, while being able to identify opportunities for innovation to improve what we do and how we do it.
With an excellent understanding and ability to apply legislation including the Mental Capacity Act, Care Act, Mental Health Act and Equality act, and frameworks such as the NHS Continuing Health Care Framework you will be highly skilled at providing support via signposting, undertaking Assessments, Support Planning and Reviews. You will have strong reasoning and sound decision making skills, be able to receive and provide professional challenge, and make recommendations for a course of action for the Local Authority that is legally and ethically defensible.
You will work collaboratively with peers, including those in the leadership team to support the Local Authority to meet its statutory requirements and vision to support people with care and support needs to have a good life, free from abuse and neglect. Being familiar with Making Safeguarding Personal and risk enablement approaches, you will be confident undertaking Section 42 Safeguarding Enquiries, Safeguarding Plans and Reviews.

As this role is public facing, applicants will need to demonstrate, at interview, their competency to converse and provide advice and guidance to members of the public, in spoken English to CEFR level C2: Can express him/herself spontaneously at length with a natural conversational flow, avoiding or backtracking around any difficulty so smoothly that the person with whom they are conversing is hardly aware of it.

We require the successful candidate to undertake an enhanced Criminal Record check via the Disclosure and Barring Service.
At the moment due to the impact of the ongoing COVID-19 pandemic, some of our staff are working remotely from home but a return to a combination of working remotely and physically from the Council’s offices is anticipated in the near future.
As a new starter, your contractual location will be the designated council office for your team. Your working arrangements will vary according to your service and role, and the current Government guidance. For many roles, there will be more opportunities in the future for remote and hybrid working. However, this comes with the expectation that, as workplaces open up, there is likely to be an ongoing and occasional requirement to attend the workplace.
