An exciting opportunity has arisen to join Suffolk County Council's Asset Management Team as a Winter and Cyclical Works Technician, working from our Phoenix House Office in Ipswich with hybrid working options.

Suffolk Highways is a collaboration between Kier and Suffolk County Council to meet the primary objective of maintaining roads and delivering new highway infrastructure in Suffolk. Personnel from both organisations work together in integrated teams as part of an alliance that aspires to be as effective, efficient, respected as possible and at the forefront of highway maintenance and improvement service delivery.

The Infrastructure Management Team comprises of over 100 staff who are collectively responsible for influencing and embedding highway asset management strategies, the commissioning of annual works programmes and ensuring the safety of the highway network for those living in and visiting Suffolk.

Your role

Reporting to the Asset Validation Engineer, you will assist in the program management and commissioning of works activities covering Suffolk County Councils soft estate asset group which covers the management of hedgerows and trees, rural grass cutting, skirting, weed spraying, grip cutting and grit bins refills ensuring that Suffolk County Council complies with its statutory duty to maintain soft landscape infrastructure and provide a safe highway network condition for public use

In addition, you will assist in providing a responsive service for public enquiries relating to these activities and to ensure that, through Infrastructure Operations (including its supply chain partners), Suffolk County Council is complying with its statutory duty as above.

This is an ideal opportunity for someone who is keen to learn and progress within the field of Asset Management in relation to Highway Maintenance. Full training will be provided and development within the role is actively encouraged.

Your responsibilities

You will:

  • contribute to the process of preparing programmes of planned infrastructure maintenance for soft landscaping (i.e. related to grass verges, weeds, hedges and trees) by assessing and prioritising submitted schedules of identified scopes of work and their locations, seeking to ensure that the work can be undertaken in the most cost effective manner
  • liaise with the soft landscaping service provider(s) (either Infrastructure Operations or the external supply chain) in formally agreeing forward programmes of routine maintenance works for the forthcoming season and provide this to the Communications and Customer Services Team
  • liaise with the soft landscaping service provider(s) to monitor adequate progress with the agreed programmes, establish any additional resourcing necessary to bring programmes back on track, obtain any consequential programme updates and provide these to the Communications and Customer Services Team
  • liaise with district and borough council counterparts to ensure that the grass cutting and litter-picking functions are co-ordinated
  • liaise with arborists/arboriculturists as necessary to ensure that hedge and tree maintenance can be undertaken in accordance with the Wildlife and Countryside Act 1981 during the months of March to September
  • liaise with the soft landscaping service provider(s) to provide a reactive maintenance response in accordance with the Highway Maintenance Operational Plan (HMOP), ensuring that the works are completed, the Insight database is updated and, where this has been generated via customer requests, ensure customer feedback is provided in an appropriate manner.
