Public Sector Partnership Services (PSPS) is looking it’s first Head of Procurement & Contracts.

Public Sector Partnership Services are a high performing Local Authority Trading Company (LatCo), owned by East Lindsey District Council, South Holland District Council and Boston Borough Council, with ambitions to grow and provide high quality services to other Councils.

The Person

We are looking for our first Head of Procurement and Contracts, who will be responsible for creating and implementing our new Procurement and Contracts service for our client Councils, the South and East Lincolnshire Councils Partnership and across our company. The roles sits within our Senior Leadership Team and will report into our Chief Finance Officer and work closely with Senior Leaders across our client Councils.

We want to attract an experienced, visionary and commercially focused procurement professional who is looking to take their next step within their career. They need to be a strategic and empowering leader who relishes a challenge.  Our Councils and Company are looking to phase our external procurement arrangements back to an in-house model which will set out and develop a new procurement strategy,  identify an efficiencies plan for procurement activity and in the medium to long term, develop a commercial model to generate income.   

The role will provide the successful candidate with the opportunity to appoint and develop a new in-house team and service, and opportunity to aim high for setting  out a new way of delivery and standard of service.  

Ideally, as well as being MCIPS qualified, you will have experience of public sector procurement activity and ethos.  An understanding of how local government would be an additional advantage, but not essential.

Salary starting from £60,000 - £66,500 (including PRP)- 39hr week (fulltime role)

Interviews are planned for week commencing 27th June 2022.  

The assessment process will involve a competency-based interview and presentation of a subject notified in advance.

If this role is initially based in Manby, it will change to Horncastle due to a planned office relocation.

The Company delivers a range of customer and enabling back office services, including Human Resources & Payroll, Financial Services, ICT, Digital and Print & Design, Customer Contact, Revenues & Benefits, Health & Safety and Lifeline. The Company employs 275 staff across its operating sites in Spalding, Manby, Skegness, and Mablethorpe. The Company operates at arms-length to and is independent of the shareholding Councils. It is strategically managed by an appointed Board of Directors. In 2020, the Company secured a new 10 year contract with the authorities to deliver its services.

The Company has delivered savings in the region of £23m, through the collaboration and sharing of services over the last 10 years and the future contract will see an additional saving of £9m to 2030.
