The City of York Council are looking to recruit a qualified Social Worker to work 18.5 hours per week.

Are you someone with Adult Social Work experience who wishes to work as part of a larger Community team but who will also be part of a smaller specialist team of local authority Continuing healthcare (CHC) specialist workers.

You will work alongside our CHC health colleagues and support other staff in our adult social care department to understand and complete CHC checklists and Decision Support Tools (DST’s) with a view to establishing Continuing Healthcare eligibility for those customers with complex health needs – aged 18 to older age. You will also work with customers who may be joint funded by City of York Council (CYC) and health, and who require regular social work input due to their unpredictable, complex, or intensive support needs.

In this role you will work alongside customers, families, carers, and their communities, to support them to make informed decisions, enable them to clarify and express their needs, and look at available options to meet these. You will evidence your commitment to strengths-based practice and to the promotion of community assets and you will have the ability to identify and make best use of external partners within the community, voluntary and health sectors as part of your support planning.

As part of the CHC role you will be aspirational and adept at managing high demands, with strong organisational abilities, sound decision-making skills, and the ability to manage pressure and competing demands. You will also be skilled at communicating and reasoning, as you may be required to provide professional challenge based on your knowledge of the Care Act and the Statutory requirements of the Local Authority and the guidance in The National Framework for NHS Continuing healthcare. 

Do you have an excellent understanding and ability to apply The Mental Capacity Act, The Care Act, and The Mental Health Act and have experience of chairing meetings and undertaking Best Interest decisions.

As this role is public facing, applicants will need to demonstrate, at interview, their competency to converse and provide advice and guidance to members of the public, in spoken English to CEFR level C1: Can express him/herself fluently and spontaneously, almost effortlessly. Only a conceptually difficult subject can hinder a natural, smooth flow of language.

At the moment due to the impact of the ongoing COVID-19 pandemic, some of our staff are working remotely from home but a return to a combination of working remotely and physically from the Council’s offices is anticipated in the near future.

As a new starter, your contractual location will be the designated council office for your team. Your working arrangements will vary according to your service and role, and the current Government guidance. For many roles, there will be more opportunities in the future for remote and hybrid working. However, this comes with the expectation that, as workplaces open up, there is likely to be an ongoing and occasional requirement to attend the workplace.
