About the Strategic Change Programme 

The council is committed to ensuring that it continues to operate on a sound and sustainable financial footing, using its resources as effectively as possible. For that reason the Council is moving forward with a Strategic Change Programme which will involve looking at a number of aspects of the way the council works: how we deliver services in a post-covid world, develop and nurture workforce talent, meet the changing needs of all our communities and where we target investment so we can make the most of opportunities and maximise the value we deliver to all those who live, work and do business in Northumberland. 

The Role 

This is a hugely exciting opportunity to play an important role in the Council’s Strategic Change Programme, charged with delivering ambitious service improvement projects. Working under the Programme Lead and reporting directly to the Programme Manager alongside working with Workstream Leads, you will support the delivery of a portfolio of high impact projects across council services. 

We are seeking 3 enthusiastic and driven senior project management professionals, with significant project management and delivery experience to support the delivery of the programme. You will play a critical role in the delivery of workstream projects, utilising your excellent organisational and project management and delivery skills to enable senior officers to develop and deliver this high profile programme. 

The post will be varied and busy as projects develop and you will draw on your experience of project management and delivery and effectively co-ordinate various high-level project boards and multiple internal and external meetings. You will need to apply your project management skills to a wide range of interesting tasks from updating and managing project documentation and producing highlight reports, to supporting engagement and communications activities that will collectively help to move projects forward at a rapid pace.

- x3 Fixed Term Posts (Fixed Term until March 2025) 

- A starting salary of £49,249 (Band 11 £49,249 - £52,686) 

- 25 days annual leave plus public and bank holidays (rising to 30 after 5 years of service) (pro-rata for part-time employees)

The successful candidate will: 

- Be educated to post graduate degree level 

- Have a relevant project management qualification e.g. PRINCE2 Practitioner or similar, or have significant demonstratable project management experience 

- Possess an excellent level of theoretical, practical and procedural knowledge of project management and project delivery  

- Have significant experience of project management and delivery and can ‘hit the ground running’ 

- Have significant previous experience working with senior and top-level managers 

- Be enthusiastic, collaborative, supportive and an advocate of positive change 

- Be an experienced producer of project management documentation, project highlight reports with the ability to manage project risks and issues 

- Be able to work independently, taking the initiative and demonstrating leadership to support the success of the programme 

- Evidenced experience of providing practical support to ensure the successful delivery of projects, events and activities e.g. Workshops and Stakeholder events 

- Have previous experience of working in a local authority or large complex organisation
