Job Details
We’re ready for even greater things – are you?
Set in the heart of picturesque Hampshire and home to the world-famous River Test chalk stream, Test Valley is a beautiful part of the country, brimming with nature and stunning landscapes. But while that may conjure images of a sleepy, rural idyll, we’ve also got bags of ambition and huge potential. There are exciting times ahead – and we want you to be part of them!
We’re working with nationally and internationally renowned private sector partners to transform our two main town centres in Andover and Romsey. These are both major, multi-million pound, once in a generation (and once in a career) projects. And we’ve just announced the biggest changes to our waste collection services in almost two decades. So this definitely won’t be life in the slow lane!
As Deputy Chief Executive, you’ll put the needs of Test Valley’s people first in everything you do, providing opportunities for our 130,000 residents to live fulfilling lives in a place where everyone is encouraged to succeed. Strong community engagement is vital to our future, and so is the ability to connect, enthuse and collaborate with a diverse range of communities.
You’ll build on some great achievements and join an experienced leadership team with a clear and ambitious vision. You’ll provide strong, collaborative leadership and strive to deliver high quality services, reinforce astute financial management and strengthen partnerships. And with your excellent people skills, you’ll be a capable ambassador who works effectively with stakeholders.
This is a chance to lead growth, develop and deliver our future strategy, bring new ways of working and test new initiatives. It’s the kind of role that will develop around you, as you grow your leadership potential and help us fulfil ours. We take an inclusive approach and look forward to hearing about your leadership journey and passion for even greater things.

Company
The extensive area of the Test Valley borough is one of the most beautiful areas in Southern England.
The River Test and its associated tributaries - the Mecca of trout fisherman - runs through the entire length of the area from north to south.
The countryside is typical Hampshire downland interspersed with woods and copses and high quality agricultural land. The area contains two principal towns, Andover and Romsey. Andover in the north, the larger of the two, is an expanding town with a modern shopping centre and there are plans for a new cinema and theatre.
There is a leisure centre and substantial industrial developments, together with further fully serviced land available for lease by industrialists. Romsey in the south is an ancient medieval town with its Abbey and Broadlands, the home of the late Earl Mountbatten of Burma. From just south of Newbury to the Northern edge of Southampton Test Valley, like its river, makes up western Hampshire.
The Borough comprises the growing commercial centre of Andover, the country market town of Romsey and the beautiful countryside of the valley of the River Test, centred on Stockbridge. Test Valley must have one of the most diverse characters in Hampshire: its rural character reflects the North Wessex Downs Area of Outstanding Natural Beauty, occupying more than 10% of the Borough, some 25 Sites of Special Scientific Interest, 38 Conservation Areas and thousands of listed buildings.
Yet on the other hand Test Valley has a vibrant economy with a number of household name companies with local headquarters, low unemployment and business sites totalling well over a million square feet available for development.
