We have created an exciting new post to deliver key elements of the Social Care regroom Programme.  We are inviting applications for a 18 month fixed-term post within the Access & Digital Service and part of the Social Care Reform Programme Team.
The main duties of this post are:
 

  • To take ownership of the overall management, design and delivery of key programme deliverables to ensure the successful implementation of central government’s mandated Adult Social Care Charging Reforms due to be implemented in October 2023, ensuring that the department meets the requirements of the legislation to the time cost and quality required.
  • To provide strategic direction in developing change and innovation capacity across the Service User Finance Pathway. This will require working within an environment of changing priorities and circumstances, dealing with day-to-day problems and issues that are encountered to ensure the successful completion of the work. This will involve working within tight deadlines, needing to understand complex issues, managing competing demands and making sound decisions to enable practical and sensible solutions to be achieved.
  • To utilise effective digital tools as an enabler for channel shift, automation & process improvement
  • To ensure that the solutions delivered guarantee compliance and offer best value for the council and the residents of Leicestershire
  • To embed a culture of continuous improvement to ensure service delivery in a cost-effective way and provide a good customer experience.
  • Using a service driven evidence base to identify and diagnose opportunities for people and practice-based change to improve performance and enable the successful delivery of the department’s objectives.

 
Essential requirements include:

 

  • Extensive experience of working in an operational / service delivery role in a financial discipline
  • Experience in managing complex projects, ideally in a social care setting
  • Significant project management experience
  • Motivating groups of stakeholders to embrace change and managing them through change.
  • Experience of influencing stakeholders at operational and senior management levels.
  • Experience of using data driven and evidence-based decision making
  • A customer focussed approach where the customer experience is central to the department’s transformation objectives.
