The Partnership (covering Carlisle City Council, Cumbria County Council, Dumfries and Galloway Council, Northumberland County Council and Scottish Borders Council) signed our one-of-a-kind cross-border growth deal in March 2021, bringing more than £450m of new investment to our area. The Borderlands Inclusive Growth Deal agreed with the UK Government and Scottish Government is an integrated investment package, ensuring that there is a balance between high profile place-based projects together with Borderlands-wide investment programmes that meet the needs and opportunities of the rural nature of the region. The programmes will deliver innovative solutions, putting global challenges into the local context and delivering new approaches to natural capital, energy and place-based and community-led development.

As well as delivery of the Deal, we are preparing for our next stage. We will deliver our ambitious programme of investment but also seek and develop new opportunities for the Partnership to improve and grow our region.

The Role

The Borderlands Partnership is seeking an experienced and knowledgeable Principal Programme Officer as part of a growing team which is delivering the Borderlands Inclusive Growth Deal.

In this role you will take a lead in developing innovative programmes of activity which deliver against the aspirations of the Partnership for sustainable and inclusive economic growth across a diverse, largely rural geography at the heart of the UK. You will oversee the finalisation of business cases and approval process.

As part of this role you will be expected to be responsible for leading on key thematic programmes of activity. Working with a dedicated programme board of experts and partners you will scope out the programme of activity responding to the funding identified in the Borderlands Deal and ensure delivery of activity working with delivery partners. You will also develop additional supporting activity as directed by the partnership and where appropriate seek alternative streams of funding where available. Where the activity is led by the Partnership you will be responsible for ensuring all reporting and financial claims are prepared and submitted. Where activity is led by other partners you will work with other members of the team to ensure reports are received and financial claims processes in line with relative policies of the funder and accountable body.

Key ‘programme’ themes for the Partnership include Energy, Digital, Natural Capital and Place. You will be expected to take a lead on two of these areas in line with experience and knowledge.

In addition you will have line management responsibility for members of the wider team and provide support and advice to projects in delivery of specific projects set out in the Deal such as overseeing project approval and claims process as part of the Deal.

You will be part of a small, high-performing team, the Borderlands Programme Management Office, which is tasked with leading and coordinating the work of the Partnership with our five partner Councils and the UK and Scottish Government. We also engage with the wider policy approach through a network of growth deals across Scotland, Northern Ireland and Wales.

Northumberland County Council is the employing body for the Borderlands Partnership however the team works flexibly across the whole geography (Cumbria, Dumfries and Galloway, Northumberland and Scottish Borders) including from home and from partner buildings.
