A decisive and ambitious Capital Programme Officer to work within the Capital Programme Team in Asset Management at Lancashire County Council.

Come take charge and make the difference we need by developing and improving systems and processes for the future of the council's land and buildings. As our Capital Programme Officer, you will play an integral role in our projects and have an extensive knowledge of property management. We want you to have a thirst for success, embedding yourself into individual projects, reviewing, and managing every aspect to ensure perfection. Your negotiation skills and ability to effectively communicate with our clients will allow you to challenge service requirements and push boundaries to make improvements for the better. You will work closely with various stakeholders building crucial working relationships whilst enhancing and delivering Capital programmes.  Your workload will be varied, interesting and most importantly rewarding, allowing our property portfolio to flourish.

Challenge – your realistic and methodical view will make the challenges you face a breeze, being able to reshuffle priorities at a moment's notice – you need to be proactive with your day to day tasks, ensuring objectives are clear for yourself and the clients; managing expectations and producing effective solutions – there is always the possibility of unplanned workload due to unforeseen circumstances, so being able to think on your feet with clarity is a must – your decision making will be unrivalled, you'll trust your own instincts and judgement to ensure all your projects remain on target, achieving that end goal in a timely manner.

Strategic – this role is all about understanding the needs of the client and their requirements from our service, you can then devise your strategy to meet the fundamentals, tackle any issues and mitigate any risks – you will always be looking for opportunities and ways to develop future working, by gathering information to develop a portfolio of work – we want you to interpret data using your previous expertise to formulate capital programmes and meet corporate responsibilities as well as the needs of the authority – your strategic influence will also ensure value for money, meeting the essential needs of the stakeholder whilst keeping the budget in mind

Collaborative – with your approachable stance and personable demeanour you will make a positive impact upon all of your colleagues and clients – you will be managing a small team of professionals, encouraging collaborative working and keeping your colleagues motivated – in addition to working with your team you will be joining forces with design and construction, building surveyors and mechanical and electrical engineers – it is therefore important you have a good technical understanding of these areas so you can project manage effectively – we will harness your talent and skills and put them to excellent use, so join us to feel appreciation and job satisfaction!
