We have a very exciting vacancy within our Place Department, Principal Officer, Fleet & Transport.

 The postholder has specific responsibility for the effective provision, strategic leadership management and development of the following service areas district wide:

  • Fleet Management
  • Vehicle plant maintenance and repair
  • Fuel systems
  • Council Operators Licence
  • Vehicle & Plant Procurement
  • Management of fleet workshops

Take decisions in emergency situations as a contact officer for the Peace Time Disaster Plan and the Divisional Call Out Scheme.

Jointly responsible with the other Principal Officers for the effective provision, strategic leadership, management and development of Waste and Street Scene Services across the whole of the Bradford District.

Responsibility to lead, manage, direct and control a multi-disciplinary team of professional, technical administrative and front line staff. 

Responsible for the delivery of a high quality, customer focused service within the framework of Best Value, Council plans and priorities, service plans and specified performance indicators and targets.

SUPERVISORY/MANAGERIAL RESPONSIBILITIES:

Overall responsibility for the line management and supervision of up to 66 frontline, professional, technical and support staff.

Responsible holder of the Council’s Vehicle Operators Licence (“O” licence).

Acts on behalf of the Director and Head of Service, on specific management issues with full delegated authority to give guidance and direction to other Principal Officers and managers within the Department who are not within direct line management control.

Management of one of the three district wide service areas within the Service, ensuring a high quality and consistent service operates across the District, providing creative responses, leadership and giving guidance, support and monitoring the performance staff within the area of service responsibility.

Can be required to carry out the duties of the other Principal Officer posts within the Service, as required by the Strategic/Assistant Director, requiring the maintenance of a level of awareness and expertise in that area at all times.

Reports to Council Committees, Area Panels and provides regular briefing to Politicians on highly sensitive and strategic issues. 

Member of the Departmental and Service Management Teams.  Deputises for the Assistant Director as occasion demands.  Acts on behalf of other Management Team members, if required, and jointly with them to monitor the overall performance of the Service.

Direct managerial responsibility for implementing and monitoring the Services staff appraisal and developmental scheme and for ensuring the provision of appropriate training to maintain a high level of competence over a wide range of staff and disciplines from managers to frontline staff.

To recruit/select staff and act as a Senior Nominated Officer within the Discipline and Employee Complaints Procedure.

Management of health and safety within the post holders services including risk assessments, driver training, use of complex machinery and lone workers.
