Secondment, Full Time

The Opportunity

An exciting fixed-term secondment opportunity has arisen within the Library Service, to deliver a high-profile project in Jaywick and the surrounding area which will tackle chronic loneliness and increase volunteering opportunities.

The purpose of the role is to develop a range of volunteering opportunities, both within the Library Service and beyond; to manage the recruitment and day-to-day support of volunteers; and to deliver the outcomes set by the funders.

The role will initially be based in West Clacton Library, with outreach activities taking place in the local area.

Accountabilities

  • Identify volunteering opportunities based on library, community, and partner needs, and through coproduction with residents. Work closely with partners and the community to understand their needs and ensure volunteers are adequately trained.
  • Recruit and interview volunteers, ensuring proper matching and training. Work with existing ECC resources to ensure relevant pre-volunteering checks, including references and background checks, are carried out as required.
  • Address any issues or concerns that arise during volunteering activities, monitoring and motivating volunteers. Support the wellbeing of volunteers and those they are working with, whilst taking a proactive approach to safeguarding.
  • Promote the benefits of volunteering for reducing loneliness and developing new skills.
  • Collaboration with multiple partners from both inside and outside the Council, establishing good working relationships which add value to the local community.
  • Meet the targets as set by the funders, following their evaluation procedures and completing required reports in a timely manner. Tracking performance, taking steps and/ or seeking support to tackle underperformance.
  • Ensure the proper assessment, management and mitigation of risk, including Health and Safety and Business Continuity.
  • Ensure that GDPR regulations are followed, including by volunteers as necessary.
  • Manage a limited budget to enable the purchase of resources and provision of transport as necessary to support volunteering activities.
  • Specific individual and shared targets and objectives are defined annually within the performance management framework.

The Experience You Will Bring

  • Experience of working with volunteers, either within a library setting or elsewhere.
  • A good understanding of the Everyone's Library Service Plan, 2022-2026.
  • An understanding of some of the issues regarding loneliness, and ways in which it can be tackled.
  • An awareness of the challenges and opportunities present in Jaywick specifically, as well as the wider Tendring area.
  • An ability to travel within the Tendring area, engaging with volunteers, residents, colleagues, and partners.
  • A willingness to take part in network events relevant to the project, acting as an ambassador for the Library Service, Essex County Council, and Know Your Neighbourhood.
  • Educated to Level 3 (e.g. A level) or equivalent by experience.
  • Evidence of continuing professional development and expert knowledge in relevant professional area
